A RESOLUTION creating the Seattle Freight Advisory Board.
WHEREAS, the transport of goods and services is vital to the economic well-being of Seattle and the region; and
WHEREAS, manufacturing, distribution, rail, domestic marine transportation, commercial fishing, and international cargo shipping, which all depend on the efficient movement of freight, support tens of thousands of jobs in the Seattle area; and
WHEREAS, the Seattle Department of Transportation is responsible for coordinating freight policy development and implementation; and
WHEREAS, it is a goal of Seattle's Comprehensive Plan to preserve and improve mobility and access for the transport of goods and services; and
WHEREAS, Seattle's Comprehensive Plan calls for the City to maintain a forum for the freight community to advise the City and other entities on an ongoing basis on topics of land-based freight transportation facility modifications and enhancements;
and
WHEREAS, freight mobility issues are particularly important for Seattle's two designated manufacturing and industrial centers -the Duwamish Manufacturing Industrial Center and the Ballard/Interbay Northend Manufacturing Center; and
WHEREAS, the City of Seattle and the Port of Seattle have a legislative requirement to collaboratively develop a container port element to be included in the City's Comprehensive Plan, which will establish policies and programs that, among other
things, provide reasonably efficient access to the Port core area through freight corridors within the City limits; and
WHEREAS, the active involvement of freight interests in advising the City on programs, project and policies brings an important perspective to City decision-making; and
WHEREAS, the Seattle Freight Mobility Advisory Committee, which was established in 2002 and co-sponsored by the Seattle Department of Transportation and the Seattle Manufacturing Industrial Council, has been an effective forum for the discussion of
freight mobility issue; and
WHEREAS, the City of Seattle wishes to create a more formal advisory body for freight issues by establishing a Freight Advisory Board; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:
Section 1. The Seattle Freight Advisory Board is hereby created. The Board shall advise the City Council, the Mayor, and all departments and offices of the City in development of a functional and efficient freight system and on all matters related to
freight and the impact that actions by the City may have upon the freight environment.
Section 2. The Board shall facilitate City policies, plans and projects to support local, regional and state freight mobility efforts, to help ensure a functioning regional and state freight system.
Section 3. The Board shall have the opportunity to provide input on City policies, plans and projects as they may relate to freight capacity, safety, access and mobility throughout the City, with a particular focus on the City's industrial lands, and
the business they support.
Section 4. The Board will participate in the regular update of the Freight Mobility Strategic Action Plan; revisions of the Transportation Strategic Plan related to freight; designation of major truck streets; and provide comment on planned freight
mobility projects.
Section 5. The Board will make an annual report to the City Council on the status of its work program and on the achievement of its goals.
Section 6. The Seattle Freight Advisory Board shall be composed of twelve members. Six members will be appointed by the Mayor, and five members will be appointed by the City Council; all eleven appointments are subject to City Council confirmation.
These eleven members will serve two-year terms, with the initial term of six members to be three years, and after that, two years. Members whose terms have expired may serve until reconfirmed or replaced. Members may serve no more than two consecutive
terms. The twelfth board member will be designated by the Port of Seattle and will not be subject to the two-year term limitation.
Section 7. Board members should, to the extent possible, live in Seattle and/or represent a business, organization or agency that has a significant presence in Seattle, and have an interest in improving the movement of freight in the City.
Section 8. Board members should be, to the extent possible, representative of:
? Different modes and types of freight;
? Different geographic areas of the City, including the Duwamish Manufacturing Industrial Center and the Ballard/Interbay Northend Manufacturing Center;
? Businesses, organizations and public agencies that depend on the efficient movement of freight; and,
? Seattle residents with an interest in improving the movement of freight and have experience with freight issues.
