A RESOLUTION approving the composition of the Citizens Advisory Committee to consider the Master Plan for Swedish Medical Center. WHEREAS, the City Council adopted the Major Institution Policies by Resolution 28081 on March 26, 1990 and amended sections of the Land Use Code by Ordinance 115002 on March 26, 1990 and by Ordinance 118362 on November 4, 1996 to implement the Major Institutions policies; and WHEREAS the master plan process is an important element of the Major Institutions Policies and Code; and WHEREAS, Swedish Medical Center has informed the City of its intent to prepare a master plan for consideration by the City; and WHEREAS, the policies and code require the establishment of a Citizens Advisory Committee immediately following the time a notice of intent to prepare a master plan is submitted to the City; and WHEREAS, the objective of the selection of the Advisory Committee members is to provide a balanced representative group with a majority of membership from the adjacent neighborhood(s); and WHEREAS, to the extent possible, members should possess expertise or experience in such areas as neighborhood organization and issues, land use and zoning, architecture, landscape architecture, economic development, building development and educational or medical services; and WHEREAS, the Department of Neighborhoods and Swedish Medical Center have developed a list of twelve potential members to serve on the Advisory Committee following the requirements of the Code; and WHEREAS, the Director of the Department of Neighborhoods has reviewed the list of potential members, none of whom has a direct economic relationship with the institution except the Swedish Medical Center representative, and recommended them to the Council as stipulated in Ordinance 115002; and WHEREAS, the Parks, Neighborhoods and Education Committee has reviewed the Director's recommendation and determined that the full complement of twelve members would provide a balanced, representative and independent committee and has so recommended to the Council, NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT: Section 1. The recommendations of the Director of the Department of Neighborhoods and the Parks, Neighborhoods and Education Committee regarding the composition of the Citizens Advisory Committee for Swedish Medical Center are affirmed and the Council authorizes the Director to enter into the Memorandum of Agreement with Swedish Medical Center attached hereto and made a part of this resolution. Section 2. Vacancies which may occur may be filled by the Director of the Department of Neighborhoods without Council confirmation, provided that such appointments do not alter the balance or size of the Advisory Committee. Section 3. Swedish Medical Center, the Department of Planning and Development, the Department of Neighborhoods and the Seattle Department of Transportation shall each appoint a representative to serve as an ex-officio, non-voting member of the Advisory Committee. Section 4. The Advisory Committee shall be staffed by the Department of Neighborhoods with the cooperation and assistance of Swedish Medical Center. Technical assistance will be provided by the Department of Planning and Development, the Department of Neighborhoods and the Seattle Department of Transportation. Nickels, Mayor Filed by me this ____ day of _________, 2004. ____________________________________ City Clerk (Seal) Attachment 1: Memorandum of Agreement Steven Sheppard/JLB DON Swedish Medical Center Master Plan Resolution May 17, 2004 version # 1a MEMORANDUM OF AGREEMENT THIS MEMORANDUM OF AGREEMENT between the City Council of the City of Seattle and Swedish Medical Center, a major institution, establishes the composition of the Citizen Advisory Committee to advise the City and Swedish Medical Center regarding the development of an amended master plan for Swedish Medical Center in accordance with the process outlined in section 23.69.032 of the Seattle Municipal Code.
