AN ORDINANCE relating to the Department of Neighborhoods' Neighborhood Matching Fund program funding in 2004, removing restrictions that limit spending of an appropriation.
WHEREAS, in 2003, the Department of Neighborhoods (DON) conducted extensive outreach to refugee and immigrant groups and people of color, to identify pressing concerns in their communities and types of projects that could address these issues; and
WHEREAS, based on the community discussions, DON designed and implemented the 2003 Race Relations and Social Justice pilot program; and
WHEREAS, an interdepartmental team of City staff reviewed the proposals, and, based on pre-determined criteria, recommended 21 groups for awards, which totaled $258,000 using unspent funds appropriated for the Neighborhood Matching Fund program; and
WHEREAS, in adopting the 2004 budget, the City Council enacted budget provisos that imposed restrictions on spending from the Neighborhood Matching Subfund for race relations and social justice projects; and
WHEREAS, the City Council wishes to see DON expand its outreach efforts citywide to encourage groups of people to collaborate on projects that improve awareness, understanding, and relations among different racial, ethnic, and cultural groups; and
WHEREAS, the City Council sees the need for better connecting government with racial, ethnic and cultural groups to improve access, equity and fairness in government services, including the promotion of improved community-police relations; and
WHEREAS, the City Council wishes to remove certain budgetary restrictions pertaining to spending Neighborhood Matching Fund appropriations on race relations and social justice projects;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. Effective upon written certification to the City Council by the Director of DON not later than October 1, 2004, that DON has complied with the process set out in Exhibit 1, the restrictions imposed by the following budget proviso are removed
to the extent of the modification shown:

Section 2. The restrictions imposed by the following budget proviso are removed to the extent of the modification shown:

Subfund, $1,719,576 $1,319,576 is appropriated solely for the Large Projects Fund and may be spent for no other purpose, and $400,000 is
appropriated solely for the Race Relations Fund and may be spent for no other purpose."
Section 3. No later than September 2004, DON shall convene a Guideline Review Committee that is broadly representative of community members (including members of the Citywide Review Team, which selects projects for Large Project Fund awards, and the
Citywide Neighborhood Council Neighborhood Matching Fund Committee) for the purposes of advising DON and the City Council on the:
(a) Evaluation of the lessons learned from the 2003 and 2004 pilots on race relations and social justice projects and funding processes;
(b) Review and identification of any policies or structural barriers that may prevent under-represented communities from using the Neighborhood Matching Fund,
(c) Ways to encourage neighborhood and community groups to work on projects that engage people from different racial, ethnic, and cultural groups to build a sense of community and increase tolerance and understanding; and
(d) Development of revised Neighborhood Matching Fund Application and Review Guidelines that allow for the Race Relations Fund to be integrated with the overall Neighborhood Matching Fund.
The Guideline Review Committee (GRC) shall complete its review, comment, and recommendations by March 2005. After presenting the GRC recommendations to the Citywide Neighborhood Council for comment, by April 2005 DON shall submit revised Neighborhood
Matching Fund Application and Review Guidelines to the Council for its consideration and adoption. The Council intends to review DON proposed revisions to the Neighborhood Matching Fund Application and Review Guidelines before allowing any spending of
2005 appropriations on Neighborhood Matching Fund Race Relations Fund projects.
Section 4. In developing proposed revisions for the Neighborhood Matching Fund Application and Review Guidelines for Council consideration, DON shall consider the following:
(a) Making race, ethnic, and cultural relations a new project type within both the Large Projects Fund and the Small and Simple Projects (SAS) Fund;
(b) Adjusting the distribution (or allocation) of funds between the Large Projects Fund and SAS Fund because of the change in item (a) above; and
(c) Expanding the Community Review Team for the Large Projects Fund to include representation from communities of color and/or interest.
Section 5. Any act consistent with the authority of this ordinance taken after Council passage of this ordinance is hereby ratified and confirmed.
Section 6. This ordinance shall take effect and be in force thirty (30) days from and after its approval by the Mayor, but if not approved and returned by the Mayor within ten (10) days after presentation, it shall take effect as provided by Municipal
Code Section 1.04.020.

Attachment A: Race Relations Fund Purpose and Program Summary
1. The Race Relations Fund shall be used only for projects that:
(a) improve awareness, understanding, and relations among different racial or ethnic groups;
(b) foster appreciation of cultural diversity and positive interaction between different cultural groups;
(c) promote a better connection between government and racial, ethnic or cultural groups by improving access, equity and fairness in government services, including the promotion of improved communitypolice relations.
2. The maximum dollar amount that may be awarded to an organization or project is $15,000.
3. Review and rating of proposals shall be done by a selection panel comprised solely of City staff from the Department of Neighborhoods (DON), except that DON may add one or more community interest group representative(s) who are not City employees.
Exhibit 1: Process for Outreach
1. By October 1, 2004, the Director of DON shall certify to the City Council that DON has conducted an extensive outreach effort to inform neighborhood groups and communities of interest of the availability of Neighborhood Matching Funds for eligible
project types within the Race Relations Fund. Outreach should be citywide to include:
(a) the range of different racial, and ethnic, and cultural groups in the city,
(b) traditional neighborhood organizations, and
(c) community advisory councils to the Seattle Police Department.
2. The Director shall provide the City Council with documentation that:
(a) lists all organizations that are contacted through the outreach effort, and
(b) describes methods used in conducting the outreach.
