ORDINANCE _________________ AN ORDINANCE relating to security from terrorism; authorizing increases to existing appropriations under Urban Areas Security Initiative (UASI) Grant Program I and II in the 2004 Budget; accepting money when received; adding positions; and amending the 2004-2009 Adopted Capital Improvement Program; all by a three-fourths vote of the City Council. WHEREAS, Ordinance 121283 adopted by the City Council on September 22, 2003 authorized the Police Department to execute an agreement with the Department of Homeland Security (DHS) for the receipt of grant funds under Urban Areas Security Initiative (UASI) Grant Program I and further authorized the Police Department to apply for an initial allocation of $1,597,300 and appropriate same from the funds outlined in the Ordinance; and WHEREAS, Ordinance 121283 adopted by the City Council on September 22, 2003 authorized the Police Department to execute an agreement to partner with the State of Washington, King County, and other local jurisdictions to participate in UASI Grant Program II and receive funding from the state to increase the capacity of the Seattle urban area to prevent, respond to, and recover from threats or acts of terrorism, and further authorized the Police Department to apply for an initial allocation of $150,000 and appropriate same from the funds outlined in the Ordinance; and WHEREAS, the projects funded by this grant program were identified using a thorough process that involved operations staff from seven City departments; including the Fire Department, Police Department, Department of Information Technology, Seattle Department of Transportation, Seattle City Light, Seattle Public Utilities, and Seattle-King County Public Health; and NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS: Section 1. In accordance with RCW 35.32A.060, by reason of the facts above stated, the foregoing appropriations are made to meet actual necessary expenditures of the City for which insufficient appropriations have been made due to causes which could not reasonably have been foreseen at the time of the making of the 2004 Budget. Unspent funds so appropriated shall carry forward to subsequent fiscal years until they are exhausted or abandoned by ordinance. Section 4. To provide personnel resources to handle the additional workload as a result of the agreements authorized by Ordinance 121283, the following positions are created in the Police Department and in City Light. Department Position # of Type Positions Police Planning & Development Specialist 1 Full II City Light Strategic Advisor III 1 Full The Chief of Police and Director of City Light are authorized to fill the same subject to personnel laws and rules. Section 5. The City intends that when grant funding is no longer available, the Planning & Development Specialist II position will be abrogated. The City intends that in 2005, the cost of the Strategic Advisor III position will be absorbed in the annual operating budget of City Light. Section 6. The description of the General Site Improvements Project #S0305 in the 2004-2009 Adopted Capital Improvement Program for the Seattle Center is amended as follows: This project improves the safety, security, facility integrity, and visitor experience on the Seattle Center campus. Work completed in 2003 included installation of security bollards at two campus entry points. Work planned for 2004 includes installation of automatic bollards at additional entry points to the campus, installation of decorative security bollards at the perimeter of the campus, and lighting improvements around the campus. Section 7. The Technology Infrastructure Security Enhancements and Seattle Urban Area Communications Interoperability projects are established in the 2004-2009 Adopted Capital Improvement Program as described in Attachment 1 to this ordinance. Section 8. Any act consistent with the authority but prior to the effective date of this ordinance is hereby ratified and confirmed. Section 9. This ordinance shall take effect and be in force thirty (30) days from and after its approval by the Mayor, but if not approved and returned by the Mayor within ten (10) days after presentation, it shall take effect as provided by Municipal Code Section 1.04.020. The federal government's Urban Area Security Grant will fund this project.
