AN ORDINANCE relating to water services of Seattle Public Utilities; revising water rates and charges, and amending Seattle Municipal Code Chapter 21.04 in connection therewith. WHEREAS, the Cedar and Tolt watersheds, which supply about ninety-nine percent of City water, experienced unusually dry conditions beginning in October, 2000 and continuing through 2001; and WHEREAS, in response to the drought, Council passed Ordinance 120408 in June 2001 that established a third tier water rate for high volume residential users of water; and WHEREAS, weather conditions have changed and the City is no longer experiencing a drought; and WHEREAS, the City is interested in continuing to foster wise use of water through the design of water rate structures; and WHEREAS, in recognition of the provisions of section 4 of Ordinance 120532, the "Everyone Can Conserve" program will continue to be fully funded; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS: Section 1. Subsection A of the Seattle Municipal Code 21.04.430 is amended to read as follows: SMC 21.04.430 Rates inside City. * * * A. Residential. The rates for metered water supplied to single family and duplex residences within the City in one (1) month, or fractional part thereof, shall be based on a commodity charge and a base service charge, in accordance with the following schedules:
