ORDINANCE . AN ORDINANCE relating to the Department of Neighborhoods; authorizing implementation of certain Neighborhood Matching Subfund projects in 2001. WHEREAS, the City has established a Neighborhood Matching Fund Program to provide support for neighborhood improvement activities by Resolution 27709; and WHEREAS, the City Council has adopted the Neighborhood Matching Fund Application and Review Guidelines by Resolution 28834; and WHEREAS, the Mayor and Citywide Review Team have recommended identical Neighborhood Matching Subfund projects for funding; and WHEREAS, $187,000 was set aside in the City's 2001 Community Development Block Grant (CDBG) allocation process to implement these projects; and WHEREAS, in the 2001 budget an additional $3,606,00 has been appropriated to the Neighborhood Matching Subfund to implement these projects; and WHEREAS, Ordinance 120236 allocated $1,404,720 from the Neighborhood Matching Subfund to the second round of the 2001 Large Projects Fund of the Neighborhood Matching Fund; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS: Section 1. The Department of Neighborhoods is hereby authorized to proceed with implementation of the following projects and to allocate previously appropriated funds to the Small and Simple Projects Fund, as provided below: A. Neighborhood Matching Fund Projects Authorized Allocation from NMF Mapes Creek Walkway-Henderson Plaza $46,301 Loyal Heights Elementary Playfield $125,000 Phase II Arbor Heights Playground Improvement $24,337 International District Village Square Gym Construction $199,146 Carlos Bulosan Historical Project $37,095 Ornamental Entrance for the Kubota Garden $90,500 Haller Lake Community Club Accessibility Improvements $71,890 Belltown Cottage Garden $200,000 Last Open Space Habitat $18,675 Mercer Interchange Improvement $125,000 Sanislo Community Playfield $125,000 South Downtown Lighting Analysis & Implementation $40,000 Wallingford Steps Public Art $100,000 Subtotal Semi-Annual Fund Awards $1,202,944 B. Funds Small and Simple Projects Fund $201,776 Total Neighborhood Matching Subfund Allocation $1,404,720 Expenditures may be made for the above projects upon vouchers drawn by the Director of the Department of Neighborhoods from expenditure allowances and funds appropriated to the Neighborhood Matching Fund. The Department of Neighborhoods is authorized to execute contracts and encumber funds in the amount of appropriations. Section 2. The Department of Neighborhoods is hereby authorized to reallocate Neighborhood Matching Fund funds allocated above among the projects identified in Section 1 of this ordinance as necessary, provided that the sum of such changes shall not exceed One Hundred and Fifty-Thousand Dollars ($150,000), and further provided that the Mayor or his designee notify in writing the Chair of the Neighborhoods, Sustainability and Community Development Committee of the City Council of the nature of and reasons for the reallocation. Section 3. Appropriations made from the Neighborhood Matching Subfund shall not lapse and shall be carried over each year until fully expended, abandoned or reappropriated to other authorized activities. Section 4. Any act consistent with the authority and prior to the effective date of this ordinance is hereby ratified and confirmed. Section 5. This ordinance shall take effect and be in force thirty (30) days from and after its approval by the Mayor, but if not approved and returned by the Mayor within ten (10) days after presentation, it shall take effect as provided by Municipal Code Section 1.04.020. Funds will be used to complete design development, expanding ideas generated at community meetings, and create construction documents. Elements include a green field, walking/running path, native gardens, and art displays. Delridge District Neighborhoods Sanislo Community Playfield B01048 $143,525.00 $125,000.00 Sanislo Elementary School PTSA Phase Two of the community park project will create a grass field at the eastern end of the Sanislo Elementary School Playground. The field will be edged by a running track and ADA walking path at the school. The project will encompass substantial grading and installation of drainage components. The completed field will be available for scheduling for use by youth sports leagues. Downtown District Neighborhoods International District Village Square Gym Construction B01049 $249,031.00 $199,146.00 Seattle Chinatown-Internat'l Dist Preservation & Developmt Construct a new gymnasium in Seattle's International District providing recreational and cultural services to 80,000 people every year. This project is part of the International District Village Square Phase 2, a new multi-use facility that includes a community center, affordable family housing, branch library, retail and parking. Belltown Cottage Garden B01056 $253,401.00 $200,000.00 Friends of Belltown P-Patch Renovation of historic cottages and landscaping of the adjacent yard space to create a neighborhood park or public garden comprised of a community meeting space and other spaces available to nonprofits committed to providing stewardship of property. The site is on recently acquired City property next to the Belltown P-Patch. The Park will be managed and maintained by Historic Seattle, a nonprofit organiztion with a Use Permit from the City of Seattle. 14-May-01 Page 1 of 4 Neighborhood Matching Fund Program: Awards for Large Projects Fund 2001 Second Round of Two MATCH AWARD Downtown District Neighborhoods South Downtown Lighting Analysis and Implementation B01057 $62,500.00 $40,000.00 Pioneer Square BIA & Chinatown/Internat'l Dist BIA A three-phase project to assess and implement changes to the lighting infrastructure within both the Chinatown/International and Pioneer Square districts. The assessment would identify private and public lighting investments in dollars/supplies and look at the subsequednt public safety repercussions of "well-lit" and "insufficiently-lit" areas. A comprehensive lighting plan will be created as a guide for Seattle City Light and property owners. To exemplify the efficacy of implementing the lighting plan, a pilot area in both districts will incur proposed changes and formally introduce action in both areas. Carlos Bulosan Historical Project B01060 $38,246.00 $37,095.00 Carlos Bulosan Steering Committee The Carlos Bulosan project continues the documentation of the history of Filipino workers and their contributions to the social, cultural and economic development of the International District (I.D.). The project includes the development of a web page, video documentary, collection of photos and oral histories and tools to enhance the use of the Bulosan exhibit at the Eastern Hotel as a way to educate people on the Filipino community's contributions to the development of the I.D. as a neighborhood. Lake Union District Neighborhoods Mercer Interchange Improvement and Beautification B01058 $149,328.00 $125,000.00 South Lake Union Friends and Neighbors Install landscape improvements in over two acres of now barren land at the highly visible Mercer/I-5 Seattle Portal. It includes ornamental and native plantings that are sustainable, cost effective, low maintenance and low water use. It will enhance the entry/exit experience for well over 100,000 people each day. Wallingford Steps Public Art B01070 $245,120.00 $100,000.00 Wallingford Steps Committee Install public art to enhance the Wallingford Steps, a grand staircase built in the Wallingford Avenue N Street Right-Of-Way to connect the community to Gas Works Park and the Burke Gilman trail. A Small and Simple grant funded an "Art Plan," almost completed as of March 19, 2001, which provides the basis for detailed design and installation of the artwork. 14-May-01 Page 2 of 4 Neighborhood Matching Fund Program: Awards for Large Projects Fund Applications Received: 3/1/01 To 3/31/01 MATCH AWARD North District Neighborhoods Last Open Space Habitat B01051 $19,081.00 $18,675.00 Last Open Space Neighborhood Park Committee This physical improvement project at 14043 32nd Avenue NE seeks to restore a habitat area in the west end of the park site. The main feature of the project is the creation of a small 800 sq.ft. benched wetland. A walking trail through the new habitat area, fence replacement, and areas of native plants will also be included in the project. Northwest District Neighborhoods Haller Lake Community Club Accessibility Improvements B01073 $71,890.00 $71,890.00 Haller Lake Community Club Provide accessibility improvements including an elevator and an accessible unisex restroom. It follows the completion of a successful Small and Simple design project which solicited community input and generated support for the implementation of the plan. Southeast District Neighborhoods Mapes Creek Walkway Henderson Plaza B01074 $47,471.00 $46,301.00 Friends of Lake Washington Apts. @ Rainier Beach Improve the public street right-of-way at 52nd Avenue S into a safe and attractive pedestrian connection that will bisect the Rainier Beach urban village. The walkway will connect various residential neighborhoods to Rainier Beach's shopping and civic core. They will construct a plaza at the Henderson end of the walkway in Phase One. The work will include reconstruction of the street with a crosswalk and sidewalk bump outs and create a plaza, a community kiosk, a concrete seat wall, ceramic art tiles, and new pedestrian lighting. We will landscape the plaza area with trees, shrubs, and groundcover, planting native, drought tolerant materials. Ornamental Entrance for the Kubota Garden B01075 $168,500.00 $90,500.00 Kubota Garden Foundation The Ornamental Entrance will be composed of an 800' long masonry wall, with two service gates and a main Japanese gate just off the parking lot.
