ORDINANCE _________________

AN ORDINANCE relating to the 2000 COMPASS Initiative, authorizing the execution of an agreement with the U.S. Department of Justice, National Institute of Justice for financial assistance in the amount of Six Hundred Twenty-Five Thousand Dollars ($625,000) to enhance public safety through mapping, planning, and analysis technologies; accepting the money when received; increasing the 2000 Budget of the Strategic Planning Office by making reimbursable appropriations; adding positions (of which some will be exempt from the Civil Service) in the Strategic Planning Office; and ratifying and confirming prior acts; all by a three-fourths vote of the City Council.

WHEREAS, Resolution 30020, adopted by the Seattle City Council on October 11, 1999, authorized The City of Seattle to submit a grant application to the United States Department of Justice, National Institute of Justice for financial assistance made available under the COMPASS Initiative; and

WHEREAS, the U.S. Department of Justice recently notified The City of Seattle that federal grant funds in the amount of $625,000 had been approved for the period covering February 1, 2000 to January 31, 2001; Now, Therefore,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. As requested by the Director of the Strategic Planning Office, the Director or her designee is authorized to execute for and on behalf of The City of Seattle, an agreement with the United States Department of Justice, National Institute of Justice for financial assistance in the amount of Six Hundred Twenty-Five Thousand Dollars ($625,000) under the 2000 COMPASS Initiative to enhance public safety through mapping, planning, and analysis technologies. The funds, when received, are hereby accepted, and shall be deposited to the credit of the Supplemental Appropriations Account of Emergency Subfund to reimburse for the appropriation made in Section 2.

Section 2. To carry out the purpose of the grant agreement authorized in Section 1, and contingent upon the execution of that agreement, the following program categories in the 2000 budget of the Strategic Planning Office are increased as follows:

Strategic Planning Office

X8M35-COMPASS Project $625,000

by the appropriation hereby made and authorized of Six Hundred Twenty-Five Thousand Dollars ($625,000) from the Supplemental Appropriations Account of the Emergency Subfund to be reimbursed from funds to be received from the U.S. Department of Justice as authorized in Section 1. The appropriations of funds in this ordinance shall carry forward from year to year unless expressly abandoned by ordinance.

The position authority in the 2000 budget of the Executive Department's Strategic Planning Office is increased for the following positions, two of which shall be exempt from the Civil Service:

1.0 FTE Executive 2, Exempt

1.0 FTE Strategic Advisor I, Exempt

1.0 FTE Administrative Staff Assistant

These positions are to be for a specific body of work and shall not extend beyond the end of the COMPASS funding period, which currently ends one year from February 1, 2000. If the project is successful, federal COMPASS funding may be extended.

Section 3. Any act consistent with the authority but prior to the effective date of this ordinance is hereby ratified and confirmed.

Section 4. The foregoing appropriations are made to meet actual necessary expenditures of the City for which no appropriation has been made due to causes which could not reasonably have been foreseen at the time of the making of the 2000 Budget; now, therefore, in accordance with RCW 35.32A.060 by reason of the facts stated above, this ordinance shall take effect and be in force thirty (30) days from and after its approval by the Mayor, but if not approved and returned by the Mayor within ten (10) days after presentation, it shall take effect as provided by Municipal Code Section 1.04.020, and may be retroactive to February 1, 2000.
