CITY OF SEATTLE

ORDINANCE __________________

COUNCIL BILL __________________

AN ORDINANCE authorizing, in 2016, acceptance of funding from non-City sources; authorizing the heads of the Executive Department, Department of Parks and Recreation, Human Services Department, Seattle Fire Department, Seattle Police Department, Legislative Department, and Seattle Public Utilities to accept specified grants and private funding and to execute, deliver, and perform corresponding agreements; and ratifying and confirming certain prior acts.

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. The Mayor or the Mayor’s designee, the Superintendent of Parks and Recreation, the Director of the Human Services Department, the Fire Chief, the Chief of Police, and the Council President are authorized to accept the following non-City funding from the grantors listed below, and to execute, deliver, and perform, on behalf of The City of Seattle, agreements for the purposes described below. The funds, when received, shall be deposited in the receiving fund identified below to support, or as reimbursement for, the corresponding appropriations set forth in the ordinance introduced as Council Bill 118752.

1.1 Executive National Endowment for the Arts The purpose of this grant is to support the 3rd phase of the “Turning Commitment into Action” learning cohort. Phase 3 will pair teaching artist cohort members with arts and cultural organization cohort members in working practicums that center a mission-driven artistic process to fuel the implementation of the racial equity plans. $40,000 Arts Account (00140)
1.2 Department of Parks and Recreation (DPR) Washington State Department of Commerce The grant supports the Urban Forestry-Green Seattle Partnership project (K732340) and will be used to preserve and enhance the West Duwamish Greenbelt. $1,920,250 Cumulative Reserve Subfund - Unrestricted Sub-account (00164)
1.3 Department of Parks and Recreation (DPR) The Friends of Hing Hay This donation supports the Hing Hay Park Development Project (K730091) and will be used to redevelop the site of the International District Station Post Office. $40,000 2008 Parks Levy Fund (33860)
1.4 Department of Parks and Recreation (DPR) Jimi Hendrix Foundation This grant supports the Jimi Hendrix Improvements project (K730146) and will renovate the existing park. $19,000 2008 Parks Levy Fund (33860)
1.5 Department of Parks and Recreation (DPR) RCO-State of Washington This grant supports the Major Maintenance Backlog and Asset Management project (K730300) and will be used to renovate the West Seattle Stadium track and field components. $250,000 Cumulative Reserve Subfund - Unrestricted Sub-account (00164)
1.6 Human Services Department (HSD) Department of Health and Social Services To implement the Dementia Capable Systems program. This program is a partnership between DSHS, the University of Washington, and the Department of Health. The goal of the program is to increase the dementia-capability of Washington State’s Aging and Disability Resource Centers (ADRC), and community-based services (HCBS) systems. $81,623 Human Services Operating Fund (16200)
1.7 Legislative Department (LEG) 4Culture Heritage Projects Program The purpose of this grant is to appraise, catalog, and digitize a historic photograph collection of Seattle’s historic homes and buildings from the Seattle Department of Neighborhood Historic Preservation Unit. $9,473 General Subfund (00100)
1.8 Executive King Conservation District Supports the Fresh Bucks program in 2016. $49,086 General Subfund (00100)
1.9 Seattle Fire Department (SFD) Department of Homeland Security (DHS) The grant will continue funding for the current Bio Watch program in the Seattle area which includes reliable air quality testing and monitoring for 16 collector sites and special events as well as strengthening the response network in Seattle to counter biological terrorism. $882,948 General Subfund (00100)
1.10 Seattle Fire Department (SFD) Washington State Criminal Justice Training Commission Funding for crisis intervention team training for three SFD members on the department’s emergency response teams. $7,280 General Subfund (00100)
1.11 Seattle Police Department (SPD) Washington State Parks and Recreation Commission This grant supports supplemental marine patrols and boater education classes. $42,024 General Subfund (00100)
1.12 Seattle Police Department (SPD) Washington State Traffic Safety Commission This grant provides funding for traffic enforcement efforts. $43,000 General Subfund (00100)

Section 2. The Director of Seattle Public Utilities is authorized to accept the following non-City funding from the grantors listed below, and to execute, deliver, and perform, on behalf of The City of Seattle, agreements for the purposes described below.

Section 3. Any act consistent with the authority of this ordinance taken prior to its effective date is hereby ratified and confirmed.

Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
