A RESOLUTION concerning the Seattle Bicycle Advisory Board; affirming the importance and purpose of the Seattle Bicycle Advisory Board; establishing the membership composition and appointment process; assigning certain duties and responsibilities; and
superseding Resolution 25534.
WHEREAS, the City Council created the 11-member Seattle Bicycle Advisory Board (SBAB) in 1977 by Resolution 25534; and
WHEREAS, a young adult representative was added to the SBAB in 2000 by Section 7 of Ordinance 120325 through the formation of the Get Engaged program; and
WHEREAS, in accordance with Resolution 25534, the role of the SBAB is to review proposed actions concerning bicycling and bicyclists in the City and to raise public awareness of bicycling issues, among other responsibilities; and
WHEREAS, SBAB's duties have evolved over the past 30 years as City programs and policies have changed; and
WHEREAS, the Seattle Department of Transportation is finalizing a Bicycle Master Plan, the objectives of which are to increase bicycling in Seattle and to improve the safety of bicyclists throughout Seattle; and
WHEREAS, the SBAB will play an essential oversight role over the next ten years to successfully implement the 450 miles of bicycle improvements recommended by the Bicycle Master Plan; and
WHEREAS, although the members of the Seattle Pedestrian Advisory Board (SPAB) are jointly appointed by the City Council and Mayor, members of the SBAB are appointed solely by the Mayor, subject to Council approval; and
WHEREAS, the City Council finds that it is in the interest of the public to align the appointment processes for advisory boards holding similar functions; and
WHEREAS, through the ordinance originally introduced as Council Bill (C.B.) 115936, the City Council repealed Section 7 of Ordinance 120325 and reaffirmed the participation of a Get Engaged young adult representative on the SBAB; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE:
Section 1. The City Council reaffirms the importance and purpose of the Seattle Bicycle Advisory Board (SBAB), which shall advise the City Council, the Mayor, and all departments and offices of the City on matters related to bicycling, and the impact
that actions by the City may have upon the bicycling environment. The SBAB shall have the opportunity to contribute to all aspects of the City's planning and project development processes insofar as they may relate to bicycling.
Section 2. The SBAB shall be composed of eleven members serving staggered terms of two years. Even-numbered board positions shall be appointed by majority vote of the City Council, whereas oddnumbered board positions shall be appointed by the Mayor,
subject to confirmation by a majority of the City Council. Any vacancy in a numbered position shall be filled for the unexpired term in the same manner as the original appointment for that term. In addition to the eleven members described above, one Get
Engaged young adult representative shall serve as a member of the SBAB, pursuant to the ordinance originally introduced as Council Bill (C.B.) 115936. The terms of service and the appointment process related to the Get Engaged young adult member's role
on the SBAB shall be as set forth in Seattle Municipal Code (SMC) Chapter 3.51.
Section 3. The positions on the SBAB shall be numbered from one through eleven, not including the Get Engaged representative. The six board members in office as of the effective date of this Resolution with terms expiring on August 31, 2007, shall be
assigned positions one through six in alphabetical order by the last name of those board members. The five board members in office as of the effective date of this resolution with terms expiring on August 31, 2008, shall be assigned positions seven
through eleven in alphabetical order by the last name of those board members. The staggered two-year terms of the numbered positions shall be permanently established according to the terms being served by the incumbents in those positions on the
effective date of this Resolution. If any pre-existing position is vacant on the effective date of this resolution, the assignment of that position's term to a position number shall be made according to the foregoing provisions of this section using the
last name of the person last holding that position.
Section 4. SBAB members shall be representatives of:
a. Different user groups including, but not limited to, persons with disabilities, senior and school-age citizens, and recreational and commuter bicyclists;
b. Different geographical locations throughout the city;
c. Interested private citizens concerned with urban bicycling issues;
d. Bicycling organizations or clubs;
e. Schools, businesses, and neighborhood organizations; and
f. Organizations concerned with bicycling safety.
Section 5. Resolution 25534 is hereby superseded.
