A RESOLUTION relating to the Fort Lawton Army Reserve Center, authorizing the Mayor or his designee to request the United States Department of Defen se to recognize the City of Seattle as a Local Redevelopment Authority (LR A) for the closure of the Fort Lawton Army Reserve Center (Fort Lawton), and authorizing the Mayor or his designee to apply for federal grant funds for the City to perform the dut ies of an LRA.

WHEREAS, through the federal Base Realignment and Closure Act (BRAC) proce ss the Department of Defense has proposed closure of Fort Lawton and the P resident of the United States, with Congress concurring, has designated Fo rt Lawton for closure; and

WHEREAS, the Department of Defense, as the administering BRAC agency, has informed the City of the two ways in which the City can provide guidance a nd input into the Department of Defense disposal decision concerning Fort Lawton: either by the City serving as a Local Redevelopment Authority or by the City consulting with the Department of Defense during the disposal process; and

WHEREAS, acting as an LRA provides the greatest opportunity for the City t o guide the Fort Lawton disposal process, by planning and implementing a c ommunity involvement process and by preparing a local redevelopment plan f or Fort Lawton; and

WHEREAS, the City desires to ensure adequate access to Discovery Park is p rovided and the reuse of Fort Lawton is consistent with the City's compreh ensive plan and reflects citywide priorities and community interests; and

WHEREAS, the Department of Defense has advised the City of the availabilit y of grant funds to perform the duties of an LRA; and

WHEREAS, the City believes the recognition of the City as the LRA for Fort Lawton would be beneficial to the City and its citizens and provide the o pportunity for the City to lead a community input process prior to the Cit y's preparation of a Fort Lawton redevelopment plan for the Department of Defense to consider in dis posing of this property; NOW THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCU RRING, THAT:

Section 1. The Mayor or his designee is authorized to submit to the Depar tment of Defense, for and on behalf of the City of Seattle, a request that the City be recognized as the Local Redevelopment Authority for the Fort Lawton BRAC disposal process. Upon recognition as the LRA, the Mayor or his designee is authorized to id entify appropriate stakeholders and lead a community input process to deve lop a redevelopment plan for the Fort Lawton Army Reserve Center, all in a ccordance with the requirements of and schedule identified in the BRAC process.

Section 2. The Mayor or his designee is authorized to submit grant applica tions to the Department of Defense for funding to assist the City to perfo rm the duties of an LRA and to provide such information and documents as m ay be required in connection therewith.
