WHEREAS, Seattle has long anticipated and planned for extending a bikeway into Ballard; and
WHEREAS, a lengthy public process has been completed that provided an opportunity for all interests to provide input and be heard; and
WHEREAS, it is in the public interest to finalize the bikeway route, and proceed to the design and construction phases in a timely fashion; Now, Therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING:
Section 1. The Seattle City Council endorses the following Guiding Principles in resolving issues related to the extension of the Burke Gilman trail west of 8th Avenue Northwest:
Railbank rail corridors if and when they are no longer needed for rail purposes by Burlington Northern/Santa Fe.
Create safe facilities that are conducive to non-motorized, alternative transportation that minimizes negative impacts on adjacent businesses.
Preserve the vitality of businesses located within the Ballard industrial corridor.
Encourage and promote continued rail service by private sector.
Maintain safe and efficient access to businesses for customers and the transport of freight.
Section 2. The Seattle City Council reiterates its support for 'railbanking' the 'Ballard Line' from 6th Avenue Northwest to where it joins the main line at approximately Northwest 67th Avenue, if Burlington Northern/Santa Fe Railroad abandons the
corridor.
Section 3. As the preferred alternative, the Seattle City Council supports the immediate extension of the Burke-Gilman Trail as a separated, multi-use trail from where it currently ends at 8th Avenue Northwest northward and westward along the south
side of the railroad tracks to 11th Avenue Northwest, and the development of a separated, multi-use trail within the rail corridor from the Government Locks to Northwest 67th Street.
Section 4. The Seattle City Council supports the expenditure of the entire amount of the Intermodal Surface Transportation Efficiency Act (ISTEA) grant funding (consistent with the requirements of the granting agency) for this project only on the
segments within the rail corridor.
Section 5. The Seattle City Council supports, as part of the preferred alternative, the construction of a separated, multi-use path along the east side of 11th Avenue Northwest from 45th Avenue Northwest to Northwest Leary Way, and the installation of
bike lanes on each side of Northwest Leary Way from 11th Avenue Northwest to Northwest Market Street. No physical changes are planned for Northwest Market Street. The Engineering Department and the Office of Economic Development will work together in
presenting this part of the preferred alternative to adjacent businesses and will report to Council within eight weeks on how to best implement this part of the preferred alternative. The report will include input from the Office of Management and
Planning, the Office of Neighborhood Planning and the Department of Neighborhoods.
Section 6. The Seattle City Council directs the Engineering Department to develop an ordinance that provides Council authority for the Engineering Department to negotiate with Burlington Northern/Sante Fe to secure the corridor.
