WHEREAS, on March 3, 2004 the Central Washington Growth Management Hearings Board remanded the City Council's adoption of Ordinance 121193 to the Council in order to provide additional opportunities for public comment regarding the Ordinance; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING:
Section 1. The public participation program described in Attachment 1 to this Resolution is approved for the Council's reconsideration of Ordinance 121193, relating to the lease lid for the University of Washington.

PUBLIC PARTICIPATION PROGRAM FOR SEATTLE CITY COUNCIL RECONSIDERATION OF AN ORDINANCE RELATING TO LEASE LID REGULATIONS FOR THE UNIVERSITY OF WASHINGTON
1. Public hearings. The City Council will conduct two public hearings regarding the proposal. One public hearing will be held at Seattle City Hall, and another public hearing will be held in the community.
2. Notice of Public Hearings. Notice of the two public hearings should be given as follows.
A. Newspaper Notice. Notice of the two public hearings should be published not less than thirty days before each hearing. Notice should be published in the following newspapers:
1. The Seattle Times; 2. The Seattle Post-Intelligencer; 3. The Daily Journal of Commerce; 4. The North Seattle Herald; 5. The Seattle Sun 6. The Medium 7. Northwest Asian News; and 8. The UW Daily.
B. City Mailing Lists. Notice of the two public hearings should be sent to recipients of the following City publications:
1. The Department of Planning and Development (DPD) Land Use Information Bulletin;
2. The City Council Weekly Highlights and Two-Week Look Ahead; and
3. Agendas and Hearing Notices for the following City Council Committees: Government Affairs & Labor; Urban Development & Planning; and Parks, Neighborhoods & Education.
C. Notice to Petitioners. Notice of the two public hearings should be sent to the petitioners in Laurelhurst Community Club c. City of Seattle, Central Washington Growth Management Hearings Board Case No. 03-3-0016.
3. Notice of Council Meetings. Notice of Council meetings to consider the proposal should be given in the same manner as notice is given of other Council meetings. This includes:
A. Posting. Agendas of full Council meetings and Committee meetings should be posted at City Hall, on the City Council's website: www.cityofseattle.net/council, and on the City Council's Agenda Line: 684-8889.
B. Mailing Lists. Agendas of Committee meetings should be distributed to Committee mailing lists for the following City Council Committees: Government Affairs & Labor; Urban Development & Planning; and Parks, Neighborhoods & Education Committees.
4. Written and oral comments. The City Council will accept written comments, including e-mails, and oral comments regarding the proposal until the time the Council takes final action on the proposal. The mailing addresses, e-mail addresses, and
telephone numbers of the City Council and individual councilmembers is attached to this document.
5. Additional public participation. The City Council may decide to provide opportunities for public participation in addition to those identified above, including a meeting with stakeholders to try to develop a compromise proposal that meets the
interests of all parties.
Council consideration of the proposal is subject the provisions of the Growth Management Act, including but not limited to RCW 36.70A.020, RCW 36.70A.035, and RCW 36.70A.140.
