WHEREAS, the City Council recognizes the need for economic revitalization in the University District; and
WHEREAS, the Executive has conducted a market analysis of the University District which provides some recommendations about ways to stimulate economic activity in the University District; and
WHEREAS, the City recognizes the contribution that the University of Washington can and will make to assisting in the revitalization of the University District; and
WHEREAS, the University Community Urban Center (UCUC) Neighborhood Plan included recommended actions that would also aid in the revitalization of the University District, some of which have been implemented; and
WHEREAS, the Council believes additional efforts need to be undertaken to further the revitalization of the University District and that a long-term strategy needs to be developed to encourage more housing development; improve access to and possibly
create more centralized parking facilities; expand parks and open space; protect surrounding single family neighborhoods from conversion to overoccupied student rentals; improve public safety; and address human services needs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE,THE MAYOR CONCURRING, THAT:
Section 1. The City Council directs the Executive to work with organizations that have had a stewardship role in relation to the University Community Urban Center Neighborhood Plan, including the University District Chamber of Commerce, Community
Councils in the area, and the North East District Council, along with the CityUniversity Community Advisory Committee, the University of Washington, Safeco, and other interested community members to develop a revitalization plan for the University
District that includes the following:
a) Incentives for housing in the district. Such incentives could include a minimum density requirement for housing, height bonus for projects that include a housing component, density bonuses, exemptions from limits on single-purpose residential
development, setbacks or other development standards, multi-family tax abatement, and/or incentives for the University of Washington's financial participation in new development projects that include housing. Efforts should be taken to clearly identify
the impacts of new development on the existing low-income housing stock. Additional land use tools should also be identified to mitigate those impacts and either ensure preservation of existing housing units or provide for 100 percent replacement of
units comparably priced to those that were demolished;
b) Parking requirements in the district. Examine whether adequate parking facilities exist in the University District and possible strategies for increasing the access and/or availability of parking including: constructing a structured parking garage,
the possibility of encouraging/permitting shared parking facilities between commercial and residential developments, incentives for off-site parking, and enhanced signage or reduced parking fee programs;
c) Parks and open space needs of the district. The City shall consider what is available and/or planned for in the development of open space using proceeds from the Pro Parks Levy and other incentives to encourage open space as redevelopment occurs in
the district. The City shall seek funds that enable the purchase of the University Heights Center to provide a community center, park and open space, and public parking for the neighborhood;
d) Preservation of Historic properties. Efforts should be undertaken to preserve the character of existing historic buildings and facades in the University District;
e) Public safety issues in the district. Improving public safety, especially for pedestrians, in the district on a long-term, sustainable basis;
f) Human services needs in the district. Ways to ensure that adequate human services are provided to the district, including services that serve youth and homeless;
g) Impact of off-campus student housing. Consider measures to address impacts to the adjacent single family neighborhoods of offcampus student housing, including, but not limited to, a possible zoning overlay, increased DCLU enforcement efforts,
and/or enhanced public safety measures. The plan shall include strategies to protect adjacent single-family neighborhoods from conversion to over-occupied student rentals; and
h) Neighborhood needs in the district. The relationship of all aspects of the revitalization plan to the UCUC Neighborhood Plan shall be considered, and proposals shall be responsive to and respect the UCUC Neighborhood Plan.
The Executive shall present to the Finance, Budget, Business and Labor and the Land Use Committee a proposed work program for the revitalization plan by August 1, 2003.
