A RESOLUTION relating to the Seattle Department of Parks and Recreation; authorizing and ratifying grant applications to the State of Washington Interagency Committee for Outdoor Recreation (IAC) for financial assistance to support projects submitted
under its Local Parks, Water Access, Land Water Conservation Fund, and Boating Programs.
WHEREAS, under the provisions of the Marine Recreation Land Act, the federal law establishing the Land Water Conservation Fund (LWCF), and the 1990 state legislature's adoption of the Washington Wildlife Recreation Program, state and federal funding
have been authorized and made available to aid local governments in the construction or development of outdoor recreation facilities; and
WHEREAS, the City owns or intends to own or lease the sites that are being developed, and assures that to the best of its knowledge, there are no encumbrances on these project sites that would preclude their use for the intended recreational purpose
described in the City's 2002 applications to the Interagency Committee for Outdoor Recreation (IAC), and all sites listed in Section 1 of this resolution are currently included in, or are proposed to soon be added to, the City of Seattle, Department of
Parks and Recreation's Capital Improvement Program (CIP); and
WHEREAS, the Department of Parks and Recreation completed an update of its 1993 Comprehensive Plan or COMPLAN in June 2000; and
WHEREAS, the site master and development plans for these projects will be reviewed in the near future and subsequently approved, if appropriate, by the Department of Parks and Recreation and the City Council; and
WHEREAS, adequate notification has been provided for public input and participation in the identification of these projects; and
WHEREAS, any funds received from the IAC will be used for the sole purpose stated in the City's applications to the IAC; and
WHERAS, the City assures that the properties developed with financial aid through the IAC will be placed in use as an outdoor recreation facility and will be retained in such use in perpetuity unless otherwise provided and agreed to by the City and the
IAC; and
WHERAS, this Resolution is required as part of the formal applications to the IAC;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:
Section 1. The Superintendent of Parks and Recreation is hereby authorized to submit applications for and on behalf of The City of Seattle, in such counterparts as necessary, to the State of Washington, Interagency Committee for Outdoor Recreation
(IAC), for financial assistance in the amounts set forth in the "grant request" column below:

The City hereby ratifies the applications submitted to the IAC in 2002 for the projects listed above.
Section 2. The Superintendent is further authorized to act as the authorized representative of the City to provide such information and documents as may be required in connection therewith.
Section 3. Any act pursuant to this authority and prior to the effective date of this Resolution is hereby ratified and confirmed.
