WHEREAS, in November 1998 the City's voters, pursuant to Ordinance 119019, approved bonds for library capital facilities, including a component of up to $6,000,000 for an Opportunity Fund for neighborhood capital improvements which may include mobile
libraries; and
WHEREAS, Attachment A to Ordinance 119019 provides that any portion of the authorized $6,000,000 not allocated by City Council Resolution or ordinance to particular Opportunity Fund projects by December 31, 2000, will not be available for spending;
and
WHEREAS, the City Council wishes to allocate $6,000,000 from the Opportunity Fund Component to particular Opportunity Fund library capital projects; Now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING:
Section 1. The funds available for the Opportunity Fund component of the Project approved by the voters pursuant to Ordinance 119019 (library facilities bonds) are allocated as follows:
South Park:
$2,538,091 for an approximately 5,000 square foot full service library.
Sand Point:
$1,421,300 for an approximately 5,000 square foot full service library, including first conducting a site analysis study to determine the optimal location for a branch library.
Beacon Hill:
$99,492 for an approximately 400 square foot Language Center inside the new branch.
Magnolia:
$1,624,365 for an approximately 1,800 square foot addition to Magnolia Library.
Queen Anne Branch:
$101,523 for relocation of staff and public spaces.
Bookmobile:
$203,046 for a mobile library ("bookmobile") with technology and new collections, including an analysis to determine neighborhoods that can best benefit from new bookmobile service.
Mt. Baker:
$12,183 for a feasibility study of the needs for and possible location of a new branch library.
Section 2. Consistent with Section 3 of Resolution 29761, the City Council reaffirms its intent to increase the General Fund contribution to the Seattle Public Library to the extent that the projects described in Section 1 generate new on-going
maintenance and operation costs. Estimates of future maintenance and operation costs are included in Attachment 1.
