WHEREAS, the Department of Parks and Recreation was authorized by Ordinance 114009 in 1988 to initiate the development of a Comprehensive Park and Recreation Plan (Parks COMPLAN) which would address the future direction of Seattle's open space, parks,
and recreation services for the next 10 to 20 years; and
WHEREAS, the Parks COMPLAN was subsequently developed with an extensive public review process involving surveys, community meetings and workshops, and hearings before the Board of Park Commissioners; and
WHEREAS, the City Council adopted Resolution 28382 in July 1991 to focus Council review of the Parks COMPLAN on the Vision Statement, Policy Statement, and 6-Year Action Plan sections of the plan; and
WHEREAS, by Resolution 28763 the City Council adopted the Seattle Parks and Recreation COMPLAN and directed the Department of Parks and Recreation to implement or make substantial progress in meeting stated objectives by the year 2000; and
WHEREAS, much of the work outlined in the 1993 COMPLAN has been accomplished since it was approved; and since 1993 the City of Seattle has undertaken preparation of a Comprehensive Plan and an extensive neighborhood planning process that has identified
recommendations for parks and recreation improvements; and
WHEREAS the Washington State InterAgency Committee for Outdoor Recreation requires that a new plan be developed for park recreation, trails, and open space in order for the City to remain eligible for grants-in-aid, and requires that such a plan is to
be submitted to the State by June 23, 2000; and
WHEREAS, in March 2000 the Department of Parks and Recreation produced a draft Update to the 1993 COMPLAN to incorporate neighborhood plan recommendations and other policy direction set since the adoption of the 1993 Parks COMPLAN, and to outline a new
6 Year Action Plan for the period 2000-2006; and
WHEREAS, the Department of Parks and Recreation held three public meetings in March 2000, as well as a hearing before the Board of Parks Commissioners on April 13, 2000, in order to solicit public comments on the plan update; and
WHEREAS, the Department of Parks and Recreation has subsequently produced a revised draft of the plan, now entitled Seattle's Park and Recreation Plan 2000: An Update the 1993 Parks COMPLAN, to respond to such comments; and
WHEREAS, the City Council's Culture, Arts and Parks Committee held a public hearing on the draft Seattle Parks and Recreation Plan 2000 on May 31, 2000 and has considered public comments made at the meeting, and the Committee has recommended that the
plan be adopted as amended; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The Seattle Parks and Recreation Plan 2000: An Update to the 1993 Parks COMPLAN (Attached) is hereby adopted. The Department of Parks and Recreation ("DPR") is authorized to submit the adopted Plan to the Washington State InterAgency
Committee for Outdoor Recreation ("IAC") no later than June 23, 2000 in order to remain eligible for grants-in-aid for the future.
Section 2. The City will continue to review, and revise the plan as necessary, as follows:
a. By the end of 2000, the Executive will submit to the City Council's Culture, Arts & Parks Committee any additional comments and proposed revisions to the adopted Plan, as appropriate, for possible Council action.
b. By the end of 2000, DPR will submit a report to the Culture, Arts & Parks Committee with a review of the distribution guidelines and an inventory of the areas where the goals are met or not. The report should include recommended revisions to the
Plan to update goals and policies and/or the six-year action plan included in the Plan, as appropriate.
c. By the end of June 2002, in preparation for the 2003-4 biennial budget, DPR will submit to the Culture, Arts & Parks Committee a proposed scope of work and timeline to undertake a more detailed planning analysis, and update the Plan as appropriate,
in order to assess park, recreation, and open space needs throughout the City using 2000 census data.
If the Plan is revised as a result of any of the actions described in this section, the Council may authorize DPR to submit a revised Plan to the IAC.
