WHEREAS, the PDA transmitted to the City of Seattle on June 26, 1998, the PDA's Resolution 98 22 relating to the renewal of the (Hildt) Agreement; and
WHEREAS, the PDA was created in 1972 by the City to re-develop, own, and manage the Pike Place Market for the purpose of preserving the historic qualities of the Pike Place Market, to assure its economic viability, and to promote good management and
harmonious relationships among Market users,
WHEREAS, These objectives are to be accomplished by encouraging: (1) the sale of fresh produce by farmers; (2) the traditional use of the Market as an incubator for small businesses, especially those produced or crafted by the seller, (3) the sale of
goods affordable to low and moderate income people; (4) a variety of social services and housing opportunities for City residents, especially those with low incomes; (5) a mix of businesses which will provide a variety of goods and services particularly
to Seattle residents but also to visitors; and (6) performances by a variety of musicians, entertainers and artists, and
WHEREAS, on August 1, 1983 the City of Seattle and PDA entered into an Agreement for a ten year term, renewed in 1993 for one five year extension, to confirm and clarify the rules and regulations governing the Market Daystall Tables, including the
allocation of tablespace between Farmers selling locally grown produce and Arts and Crafts Vendors ("Vendors"); and
WHEREAS, the City Council wishes to recognize the valuable service provided to the City by the PDA in managing the Market and administering the daystall rules and regulations to ensure that the categories of farmers, artists and craftspersons, have a
permanent and secure place in the Market; and
WHEREAS, the original (Hildt) Agreement was a product of consensus among the various official Market community groups; and
WHEREAS, public testimony at a Council public hearing conducted on August 27, 1998, indicated that PDA's process for submitting the proposed amendments did not allow for adequate review by some farmers at the Market as well as some other constituent
market groups; and
WHEREAS, the City wishes to make permanent in some form the terms of the Agreement so as to provide greater stability in the management and allocation of Daystall table space in the Market.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:
The City Council continues to support the principles and purposes of the Agreement with the PDA that provides for the management and allocation of Daystall tables in the Market by the PDA; and
The City Council acknowledges that the PDA, as a public authority chartered by the City and subject to statutory City oversight, is responsible for management of the Market; and
The City requests that the PDA provide a report to the City Council by January 31, 1999, that will present a resubmittal of its proposed amendments to the (Hildt) Agreement, after conducting further public review as provided for by the PDA Charter to
address concerns and to work toward obtaining the support of the PDA Market Constituency, the Market Historical Commission, the Merchants; Association, the Daystall Tenants Association, the United Farmers Coalition, and members of the public.
The PDA is further requested to report on: 1) any proposals to provide for fair, equitable, and stable management of daystall table space in the Market consistent with the PDA's charter; 2) any regulatory changes that would add permanence and stability
to the management and allocation of the Market Daystalls in the best interest of the entire Market community; and, 3) any proposals for expansion and allocation of table space of fresh produce by farmers.
