WHEREAS, the USOC is providing an opportunity for American cities to compete to become the United States Candidate City to host the 2012 Summer Olympic Games, Cultural Olympiad, Paralympics, Youth Sports Camp and other activities associated with the 2012 Summer Olympic Games; and WHEREAS, the bid process provides the residents of the City the unique opportunity to engage in regional planning with other affected jurisdictions in the Puget Sound area and in the State of Washington, which will address transportation, housing and other issues; and WHEREAS, this process provides the residents of the City and of the region with an opportunity to pursue stronger international ties, to encourage and support the development of youth sports, and to participate as volunteers and spectators in an Olympic event; and WHEREAS, this process allows the residents of the City and of the region to assess the potential economic development benefits associated with hosting a major international cultural and sports event; and WHEREAS, this is a four year process which includes planning and preparation of a bid, submission of a bid to the USOC on March 30, 2000, a planned public vote in the Fall of 2000 to enable the State of Washington and other government entities to enter into a proposed Joinder Agreement with the USOC, and selection of the United States Candidate City for the 2012 Summer Olympic Games and associated events in the Fall of 2002; and WHEREAS, the City of Seattle will review the proposed Bid prior to its submittal and will ensure that the Bid is a document which reflects educational opportunities, a Northwest environmental perspective, women and minority business enterprises, neighborhoods, transportation goals, housing policies, and ensures that hosting the Games will result in neither reduced government services nor increased taxes to the residents of the City; and WHEREAS, the bid process will include the preparation of a detailed budget for the event and will outline methods for appropriate public oversight should Seattle be selected as the United States Candidate City; and WHEREAS, the Seattle Bid Committee, with the support of the Mayor of Seattle, has submitted to the USOC a letter of Intent to Bid and has otherwise complied with the requirements of the USOC for bidding; and WHEREAS, the Seattle Bid Committee and local government officials, including the Seattle City Council and the Mayor, have publicly stated their commitment that the Seattle area would host the Olympic Games only after an affirmative public vote, which vote is tentatively scheduled for November, 2000; and WHEREAS, the Mayor and City Council do not intend to make a final binding commitment of City resources specified in the submitted bid document until after such an affirmative public vote; and WHEREAS, the City will have the opportunity for its employees and local citizens with diverse interests and backgrounds, and coming from a variety of neighborhoods, to be actively involved in planning for a potential Olympic Games, and to evaluate the benefits and challenges of hosting an Olympic Games, and to allow the citizens and elected officials to decide whether or not to undertake such an event; and WHEREAS, the City will enter into a formal agreement with the Seattle Bid Committee which will establish and guide the relationship between the City and the Seattle Bid Committee throughout the planning and development of a bid, will determine the City's expected outcomes from the Seattle Bid Committee in compliance with said agreement, will allow for City oversight of and participation in a non-voting capacity on the Board of Directors, Executive Committee and pertinent Board Committees; and WHEREAS, the USOC controls the process whereby a United States city may compete for selection by the International Olympic Committee (IOC) to host the Olympic Games; and WHEREAS, the Seattle Bid Committee is a 501(c)3 non-profit corporation organized for the purpose of bidding for the 2012 Summer Olympic Games on behalf of Seattle and the Puget Sound region; and WHEREAS, in order to continue to explore the possibility of competing to host the 2012 Summer Olympic Games, interested United States cities are required by the USOC to adopt a Resolution at this time to authorize a local bid committee to pursue the City's potential bid and prepare a formal bid by March 31, 2000; and WHEREAS, the Seattle Bid Committee has asked the City to adopt a Resolution to satisfy the USOC requirement; Now therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING: Section The City endorses the Seattle Bid Committee, authorizes it to pursue the planning and development of a bid to become the United States Candidate City for the 2012 Summer Olympic Games, and approves the Seattle Bid Committee's execution of a Bid Committee Agreement with the USOC, based on the City's expectations that: A. By December 1, 1999, the Seattle Bid Committee and Mayor will submit to the City Council proposed City agreements necessary for the bid; and B. The affirmative public vote in the Fall of 2000 is achieved to show the public's support for hosting the 2012 Summer Olympic Games, and to allow the State and other entities to enter into a Joinder Agreement on behalf of affected local governments. Section The City has reviewed the provisions of the Bid Committee Agreement regarding governmental participation and understands and acknowledges the USOC's expectations and requirements, with the understanding that: A. The City of Seattle is only one of many affected jurisdictions, and, as such, will commit to working with the State and other jurisdictions to develop a way, consistent with the Washington State Constitution and the fiscal priorities of the State, to meet the various requirements of the IOC and the USOC; and B. The independent committee authorized by King County Ordinance No. 98-154, shall, with assistance from the City of Seattle and the Seattle Bid Committee, establish the direct public costs and benefits of hosting the 2012 Summer Olympic Games to ensure that this opportunity does not decrease government services nor increase taxes to the residents of the City of Seattle. Section 3. This resolution does not bind the City to any future approval or agreement in connection with a possible Olympic Games bid.
