WHEREAS, on October 7, 1996, the City Council adopted Resolution 29444, endorsing Seattle City Light, Seattle Water Department, Drainage and Wastewater Utility, and Solid Waste Utility to develop a single information system to bill and serve their
customers; and
WHEREAS, on June 24, 1997, the Technology and Labor Policy Committee of the City Council authorized the issuance of a Request for Proposal (RFP) for a customer service system; and
WHEREAS, a vendor evaluation team (which included staff from SCL, SPU, Executive Services Department and the CCSS Core Team) was convened to evaluate responses to the CCSS RFP; and
WHEREAS, the evaluation of the CCSS RFP responses included vendor qualifications, reference checks, project approach and methodology, one-day requirements demonstration, on-site customer visits, one-week scripted demonstration, and best and final
proposal; and
WHEREAS, on January 29, 1998, the CCSS Core Team and the Vendor Evaluation Team recommended to the CCSS Policy Advisory and Steering Committees the selection of Deloitte & Touche as the apparent successful vendor (including SCT as the software
provider); and
WHEREAS, on the same day, the two committees confirmed the recommendation and directed that contract negotiations be started with the apparent successful vendor; and
WHEREAS, on February 17, 1998, contract negotiations began with Deloitte & Touche; and
WHEREAS, on March 30, 1998, the City terminated contract negotiations with Deloitte & Touche because of a lack of agreement over the appropriate qualifications and experience of the key vendor staff proposed by Deloitte & Touche for work on this
project, and the lack of agreement on the mutual roles of Deloitte & Touche and the City; and
WHEREAS, a special City project manager team was convened to identify alternative options and to make a recommendation to the CCSS Policy Advisory and Steering Committees; and
WHEREAS, the recommendation of the special City project manager team includes the purchase of the SCT BANNER CIS software product (based on the CCSS RFP evaluation process) and the selection of a systems integrator from a short list of organizations who
are known to have successfully implemented the SCT BANNER CIS software product; and
WHEREAS, the recommendation of the special City project manager team, as adopted by the CCSS Policy Advisory and Steering Committees, was based on the high scores awarded to the SCT BANNER CIS software product in the City's RFP evaluation process; and
WHEREAS, Pacific Technologies, Inc., CCSS Project Consultant, strongly concurs with the City project management team's selection of the SCT BANNER CIS software product, and with the special City project manager team's recommendation; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT;
Section 1. The City Council hereby endorses the proposal for replacing CUBS and CIS with a new customer service system using the SCT BANNER CIS software.
Section 2. The Seattle Public Utilities Director and Seattle City Light Superintendent are authorized to negotiate with SCT to acquire software and related services needed for the CCSS project.
Section 3. The Seattle Public Utilities Director and Seattle City Light Superintendent are authorized to conduct a short list competitive process for the provision of systems integration services from those systems integrators who are known to have
successfully implemented SCT BANNER CIS software and are authorized to negotiate with the apparent successful systems integrator.
Section 4. The Seattle Public Utilities Director and Seattle City Light Superintendent are directed to prepare legislation approving the contracts with SCT and the apparent successful systems integrator, authorizing a project budget and financing plan,
authorizing project location plan, and authorizing a staffing plan for the project. Assuming successful completion of contract negotiations, this legislation
shall be submitted to the City Council by the end of June 1998.
