WHEREAS, reuse planning for the former Naval Station Puget Sound at Sand Point commenced in 1991 at the request of the U.S. Navy and resulted in adoption of the Sand Point Reuse Plan on June 16, 1997 consisting of adoption of Ordinance 111389 amending
the Seattle Comprehensive Plan, Ordinance 111760 amending sections of the Seattle Municipal Code pertaining to land use and zoning, and Resolution 29429 approving a Physical Development Management Plan for Sand Point; and
WHEREAS, the Sand Point Historic Properties Reuse and Protection Plan has been developed in order to guide the protection of historic resources at Sand Point; and
WHEREAS, development of the Sand Point Historic Properties Reuse and Protection Plan included gathering of public comment on a draft Sand Point Historic Properties Reuse and Protection Plan between October 27, 1997 and December 11, 1997 and was the
subject of a public meeting on November 13, 1997; and
WHEREAS, the City Council finds that the Sand Point Historic Properties Reuse and Protection Plan will provide the guidance necessary so that individual physical improvement projects each contribute to the goal of protecting the historic character of
the site; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:
Section 1. The Sand Point Historic Properties Reuse and Protection Plan attached to this resolution is hereby approved. The Sand Point Historic Properties Reuse and Protection Plan is advisory only, unless compliance is required as a term of any lease,
property transfer, or by other means.
Section 2. The Sand Point Historic Properties Reuse and Protection Plan may be amended by the Director of the Office of Sand Point Operations without obtaining City Council approval unless such amendment would result in a lease or transfer of property
ownership. The Director should provide notice and opportunity for public comment regarding proposed amendments in a manner which the Director deems appropriate for the proposed amendment and which is consistent with the amendment process described in
the Sand Point Historic Properties Reuse and Protection Plan.
