WHEREAS, it is a public purpose of the City of Seattle to increase public restroom and hygiene facilities in downtown Seattle; and WHEREAS, a plan for hygiene facilities in downtown Seattle is necessary to provide basic human services, certainty, and informed land-use planning; and WHEREAS, the need for hygiene facilities must be and is best addressed by a combination of public and private resources; and WHEREAS, dispersed facilities provide more opportunities for hygiene services as well as more individualized services; and WHEREAS, existing shelters and hygiene facilities need additional staff and resources; and WHEREAS, establishment of uniform signage will better enable all citizens to utilize hygiene facilities in downtown Seattle available to the public; and WHEREAS, the University of Washington, the City of Seattle Department of Housing and Human Services, the United Way, and the Downtown Seattle Association are forming a multi-disciplinary partnership to assess and make recommendations with regard to downtown Seattle human service needs; and WHEREAS, the City Council adopted a Statement of Legislative Intent in the 1997-1998 Budget requesting an evaluation and financing plan for hygiene facilities in downtown Seattle; and WHEREAS, the City Council requires additional information before adopting a siting, financing, and operations plan for hygiene facilities in downtown Seattle; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING: The City Council directs the Executive to further develop an implementation and financing plan that addresses siting, financing, and operating hygiene facilities in downtown Seattle. The implementation and financing plan shall include information on issues outlined in Attachment A to this Resolution. The Executive shall report its findings and recommendations to the Council's Health, Housing, Human Services, Education & Libraries Committee no later than May 31, 1997. In addition, the Council directs the Executive to develop Citywide policies and guidelines on public restrooms and hygiene facilities as outlined in Attachment A to this Resolution. The Executive shall report its findings and recommendations to the Council's Health, Housing, Human Services, Education & Libraries Committee no later than September 30, 1997. Rice, Mayor (Seal) 414RESO.DOC mrg/v3 4/14/97 ATTACHMENT A The City Council directs the Executive to further develop an implementation and financing plan (the "Plan") that addresses siting, financing, and operating hygiene facilities in downtown Seattle. The Executive shall consult the Seattle-King County Health Department and the Seattle Police Department as necessary. The Executive shall report its findings and recommendations to the Council's Health, Housing, Human Services, Education & Libraries Committee no later than May 31, 1997. The Plan shall include information on the following issues. 1.0 FACILITIES 1.1 Location The Plan will evaluate siting, financing, and operations of hygiene facilities at the following locations. Women's Toilets Glen Hotel Showers/Laundry/Toilets First United Methodist Josephinum Men's Toilets Glen Hotel Showers/Laundry/Toilets First United Methodist Ninth & Lenora St. Regis Glen Hotel: First Floor, Glen Hotel, 1400 block of Third Avenue First United Methodist: First United Methodist Church, 811 Fifth Avenue Josephinum: 1902 Second Avenue Ninth & Lenora: 9th & Lenora Building St. Regis 116 Stewart Street If any of these proposed sites prove to be infeasible, the Executive may identify other alternatives to be presented to the Council's Health, Housing, Human Services, Education & Libraries Committee for consideration. No alternative shall include showers or laundry at the Glen Hotel. 1.2 Operation TFor each facility, the Plan will identify qualified operators for each facility, including the Low Income Housing Institute. For each facility, the Plan will indicate: Number of toilets Number of showers Number of washers and dryers Number of patrons expected Hours of operation Staffing levels and training requirements Required signage Covenants or lease arrangements protecting neighboring properties Security measures Permitting requirements Enforcement measures, including reference to performance measures, funding commitments, and termination of operation Opportunities for co-location with transit or tourist information center 1.3 Implementation Schedule The Plan will include an implementation schedule for each of the facilities, including construction schedule, public notification process, and any phased elements. 1.4 Public Safety The Plan will include strategies for maintaining public safety developed in conjunction with the Seattle Police Department, the Downtown Seattle Association, and surrounding businesses and property owners. 1.5 Performance The Plan will include recommendations on developing operating standards and procedures. The Plan will also include recommendations on implementing performance measures, including cost effectiveness and public safety. 2.0 FINANCING 2.1 Costs The Plan will identify capital and detailed annual operating costs for five years after the start of operations. The Plan will also identify costs of implementing uniform signage for new and existing facilities. 2.2 Sources The Plan will identify public and private sources of funding, including the Downtown Seattle Association, for construction and operation and any criteria restricting the use of those sources. The Plan will also identify likely sources of ongoing operations funding and any relevant criteria and restrictions. 2.3 Partial Funding The Council directs the Executive to provide funding in two phases to (1) the Low Income Housing Institute ("LIHI") for construction of restrooms with toilets on the first floor of the Glen Hotel and (2) the Archdiocesan Housing Authority for construction of women's hygiene facilities at the Josephinum. Phase One: Project Feasibility. The Council authorizes the Executive to provide up to $60,000 to LIHI for costs associated with the design of restrooms with toilets on the first floor of the Glen Hotel and unrecoverable costs incurred by LIHI for the design of the hygiene center in the basement of the Glen Hotel. Phase Two: Construction. After receivingthe City receives from LIHI an acceptable operating agreement and facility design acceptable to the City for the toiletrestroom facilities at the Glen Hotel, the Council authorizes the Executive to provide up to $150,000 to LIHI for construction costs. After passingthe Council passes an appropriation ordinance and the City receivinges from the Archdiocesan Housing Authority an acceptable operating agreement and facility design acceptable to the City for the women's hygiene facility at the Josephinum, the Council authorizes the Executive to provide up to $200,000 to the Archdiocesan Housing Authority for construction costs. The Plan will identify any funding provided and operating agreement received under this provision. 3.0 REPORTING TO COUNCIL The Plan will develop a mechanism for reporting on performance to the Council's Health, Housing, Human Services, Education & Libraries Committee every six months for the next two years. 4.0 POLICIES The Council directs the Executive to develop Citywide policies and guidelines on public restrooms and hygiene facilities. The Executive shall report its findings and recommendations to the Council's Health, Housing, Human Services, Education & Libraries Committee no later than September 30, 1997. The report shall include information on the following issues. Assessment of need for public restrooms and hygiene facilities, exploring all areas, i.e., bus tunnels, etc. Required funding and sources of funding for public restrooms and hygiene facilities. Adding hygiene facilities to existing shelters. Requiring or encouraging siting and operation of hygiene facilities in future shelters. Modifying current City policies to encourage siting and operation of public restrooms. Implementing Citywide policies or guidelines on public restrooms and hygiene facilities. Page A-4 |
