WHEREAS, it is an indisputable fact of urban life that walking is a popular and viable means of personal transportation; and
WHEREAS, the role of walking as a mode of personal transportation in Seattle will continue to increase in importance in coming years; and
WHEREAS, thousands of Seattle residents walk to commute to work, to school, on recreational trips, and for other essential trip purposes; and
WHEREAS, it is City policy to fully integrate safe and convenient pedestrian facilities into the urban transportation system as a means of accommodating and encouraging pedestrian safety and access; and
WHEREAS, it is a goal of the Comprehensive Plan to promote pedestrian safety and create a pedestrian friendly environment in Urban Villages, Urban Centers, and other areas; and
WHEREAS, traffic congestion, limited parking facilities, increasing fuel costs, concern for personal health, and energy conservation have combined to make walking an increasingly attractive alternative to unrestricted use of the automobile; and
WHEREAS, the active involvement of pedestrian enthusiasts in advising municipal authorities is vital to insure proper development of the pedestrian environment in urban transportation; and
WHEREAS, promoting the safety and well-being of those who walk for all trip purposes is a responsibility of the City; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING THAT:
The Seattle Pedestrian Advisory Board is hereby created which shall advise the City Council, the Mayor, and all departments and offices of the City on matters related to pedestrians and the impact which actions by the City may have upon the pedestrian
environment and shall have the opportunity to contribute to all aspects of the City's planning and project development processes insofar as they may relate to Pedestrian safety and access. The Board will make an annual report on the status of its work
program and achievement of its goals to the City Council.
The Seattle Pedestrian Advisory Board shall be composed of 6 members appointed by the Mayor, and five appointed by the City Council, subject to confirmation by the City Council, to serve two year terms with the initial terms of five members to be one
year and thereafter two years. Members whose terms have expired may serve until reconfirmed or replaced.
Board members shall be, to the extent possible, representative of:
Different user groups (persons with disabilities, senior and school age citizens, recreational and utilitarian walkers);
Different geographical locations throughout the city;
Interested private citizens concerned with urban pedestrian issues;
Pedestrian organizations/clubs;
Schools, business, and neighborhood organizations;
Organizations concerned with pedestrian safety.
