WHEREAS, on November 4, 1996, the Council passed Ordinance __________ (C.B. 111524), thereby amending the Land Use Code regulations that govern hospitals, colleges, and universities ("major institutions") in the City of Seattle; and
WHEREAS, this ordinance lifts many of the restrictions that previously existed on major institution development within 2500 feet outside of institution campus boundaries; and
WHEREAS, major institutions with adopted master plans have in the past been required, and will continue to be required, to submit annual status reports to DCLU describing their development progress and activities; and
WHEREAS, the City Council wants to be sure that City staff proactively review major institutions' annual status reports, and report back to the Council and the Mayor as to whether the City's objectives regarding major institution development are being
achieved; and
WHEREAS, to ensure this pro-active monitoring, the Council added 0.25 FTE of a "Land Use Planning and Development Analyst" in DCLU and added funding for this position from a new Major Institution Annual Report Monitoring fee in the 1997-98 biennial
budget; and
WHEREAS, the Council wants to ensure that this monitoring provides meaningful and useful information to the Council and Mayor; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, AS FOLLOWS:
Section 1. In early 1997, with the new position authority and funding, DCLU will prepare a Director's Rule with more detail about major institution reporting requirements imposed by SMC 23.69.034.I. All major institutions with master plans will prepare
annual status reports, due to DCLU on a specified date each year. DCLU will also prepare a baseline report, drawing information from existing major institution status reports, which will describe major institution development within 2500 feet outside
each campus's boundaries and will show this baseline level of development on one or more GIS maps. In addition, DCLU will establish an electronic system of compilation of major institution master plans and subsequent amendments, etc.
Section 2. Starting with the 1997 annual reports, DCLU will review all annual status reports and report back to the appropriate City Council committee no later than three months after the annual status reports are due to DCLU. The DCLU report will
summarize:
The status of major institution projects that were initiated or under construction during the previous year;
The institutions' land and structure acquisition, ownership and leasing activity outside but within 2500 feet of the major institution boundaries;
Progress made toward the goals and objectives contained in the major institutions' transportation management programs; and
Progress made in meeting conditions of master plan approval.
DCLU's report will include narrative on the items listed above, and will also include one or more GIS maps showing how major institution activity within 2500 feet outside the boundaries has changed from the baseline or the previous year.
Section 3. DCLU's report will also evaluate the institutions' acquisition and/or lease activity within 2500 feet outside the boundaries and determine if the major institution policy and code objectives (listed below) have been met. Depending on the
findings of the evaluation of annual status reports, DCLU's report may include recommendations for policy and/or code revisions.
Objectives for major institution uses within 2500 feet:
To allow flexibility for a major institution when locating major institution uses in the surrounding area;
To preserve street-level, commercially-zoned space in the surrounding area for a diversity of neighborhood-serving businesses; and
To continue to protect housing from being demolished or converted to non-housing uses in the surrounding area.
Section 4. Copies of the major institutions' annual status reports and DCLU's annual report will be made available to Advisory Committee members and to neighborhood planning groups near major institutions, if applicable. These reports will also be
posted by the City on the Public Access Network (PAN).
Section 5. DCLU shall not reduce the staffing commitment for this major institution monitoring effort without express Council approval. If any future proposed budget would have the effect of reducing the staffing commitment for this monitoring effort,
the Executive shall submit a separate written memo to all councilmembers explaining the proposed reduction and the reason therefor.
