ORDINANCE ____________ AN ORDINANCE relating to the Department of Parks and Recreation; authorizing the Superintendent of Parks and Recreation to proceed with re-construction of the Carkeek Park Environmental Education Center Annex and construction of related Carkeek Park elements; appropriating funds from the Cumulative Reserve Subfund therefor; and approving acceptance of funds to reimburse the Cumulative Reserve Subfund for the project; all by a three fourths vote of the City Council. WHEREAS, the Environmental Education Center at Carkeek Park has been used for programs that are a joint effort between the Department of Parks and Recreation, the Carkeek Advisory Council, and Seattle Public Utilities; and WHEREAS, limited space and amenities have prevented the Environmental Education Annex (EEA) building, located near the Environmental Education Center at Carkeek Park, from being used for programmatic purposes; and WHEREAS, members of the Carkeek community have approached the Department of Parks and Recreation about expanding the capacity for environmental education at Carkeek Park so that future facilities could accommodate a greater number of schoolchildren; and WHEREAS, Seattle Public Utilities has agreed to help fund the renovation of the Environmental Education Center Annex as part of the Carkeek Park Environmental Education Building Renovation Capital Improvement Program project (K732129); and WHEREAS, the Metropolitan King County Wastewater Treatment Division has agreed to help fund the project as a conclusion to the work it performed between 1992 and 1994 on the Carkeek Treatment Plant in the park; and WHEREAS, Metropolitan King County has committed $124,000 to fund the renovation of the Environmental Education Program Center Annex Building, the construction of an off channel salmon rearing imprint pond, and the installation of ADA-compliant access and informational signage in the wetlands area; and WHEREAS, the Department of Parks and Recreation has developed a maintenance plan, which has been approved by Metropolitan King County as a condition of the aforementioned funding; and WHEREAS, the Department of Neighborhoods has awarded $120,000 from the Neighborhood Matching Subfund for the Carkeek Park Community Building Component project, as authorized in Ordinance #120236; and WHEREAS, the Carkeek Watershed Action Plan Committee has awarded $23,000 to fund the renovation of the Environmental Education Program Center Annex Building; and WHEREAS, Friends of Carkeek Park, the Carkeek Watershed Action Plan Committee, and elementary schools in the Carkeek area have pledged their support of efforts to renovate and enlarge the capacity of the Carkeek Park Environmental Education Center Annex; and WHEREAS, the project will enlarge the existing space from 875 to approximately 1,600 square feet and convert the building into a safe structure that will be available for multiple uses, including environmental education activities; and WHEREAS, the enlarged space will include a classroom/multi-purpose room with a moveable partition, a small kitchen space with noncommercial appliances, a resource center/lab, a research library, and two restroom facilities; and WHEREAS, the Department of Parks and Recreation has identified $10,099 in new facilities costs in 2002 which are included in the 2002 Proposed Budget; and WHEREAS, the project has been in the construction documents phase, and renovation work has been scheduled to begin in early 2002; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS: Section 1. The Superintendent of Parks and Recreation, or his authorized representative, is hereby authorized to proceed with the renovation of the Carkeek Park Environmental Education Center Annex, installation of signage in the Carkeek wetlands area, and construction of a Carkeek Park salmon rearing imprint pond, all as part of Project K732129 in the Facility Development Program (K721001) within the Department's Capital Improvement Program. The Superintendent is hereby authorized to execute such agreements with other City departments, governments, private organizations, firms, and individuals as are necessary to carry out said improvements. Section 2. The Superintendent of Parks and Recreation is hereby authorized to accept funds from the Seattle Public Utilities Department in the amount of Eighty Thousand Dollars ($80,000) for expenditures related to the renovation of the Carkeek Park Environmental Center Annex. The money when received shall be deposited into the Cumulative Reserve Subfund Unrestricted Subaccount as reimbursement for the appropriation authorized in Section 5 below. Section 3. The Superintendent of Parks and Recreation is hereby authorized to accept funds from Metropolitan King County in the amount of One Hundred, Twenty Four Thousand Dollars ($124,000) for expenditures related to the renovation of the Carkeek Park Environmental Education Center Annex, and for construction of signage and a salmon rearing imprint pond at Carkeek Park. The money when received shall be deposited into the Cumulative Reserve Subfund Unrestricted Subaccount as reimbursement for the appropriation authorized in Section 5 below. Section 4. The Superintendent of Parks and Recreation is hereby authorized to accept funds from the Neighborhood Matching Subfund in the amount of One Hundred, Twenty Thousand Dollars ($120,000) for expenditures related to the renovation of the Carkeek Park Environmental Education Center Annex, pursuant to Ordinance #120236. The money when received shall be deposited into the Cumulative Reserve Subfund Unrestricted Subaccount as reimbursement for the appropriation authorized in Section 5 below. Section 5. The expenditure allowance in the 2001 Adopted Budget of the Department of Parks and Recreation is increased by the reimbursable appropriation, hereby made and authorized, of the sum of Three Hundred, Twenty Four Thousand Dollars ($324,000) from the Cumulative Reserve Subfund Unrestricted Subaccount as described in the following table: Fund Program Category Amount From the Cumulative Reserve Subfund Unrestricted Account (00164) To Facility Development Program K721001 Carkeek Park Environmental Education Building Renovation Project K732129 $324,000 Section 6. The Superintendent of Parks and Recreation is hereby authorized to accept a grant from the Carkeek Watershed Action Plan Committee in the amount of Twenty Three Thousand Dollars ($23,000) for expenditures related to the renovation of the Carkeek Park Environmental Center. The money when received shall be deposited into the Cumulative Reserve Subfund Unrestricted Subaccount as reimbursement for the appropriation authorized in Section 7 below. Section 7. Contingent upon receipt of funds from the Carkeek Watershed Action Plan Committee as authorized in Section 6, the sum of Twenty Three Thousand Dollars ($23,000) is hereby appropriated from the Cumulative Reserve Subfund Unrestricted Subaccount as described in the following table: Fund Program Category Amount From the Cumulative Reserve Subfund Unrestricted Account (00164) To Facility Development Program K721001 Carkeek Park Environmental Education Building Renovation Project K732129 $23,000 The expenditure allowance in the 2001 Adopted Budget of the Department of Parks and Recreation is increased accordingly. Section 8. Any act consistent with the authority and prior to the effective date of this ordinance is hereby ratified and confirmed. Section 9. The foregoing appropriation is made to meet actual necessary expenditures of the City for which insufficient appropriation has been made due to causes which could not reasonably have been foreseen at the time of making the 2001 Adopted Budget. Now, Therefore, in accordance with RCW 35.32A.060, by reason of the facts above stated, this ordinance shall take effect and be in force thirty (30) days from and after its approval by the Mayor, but if not approved and returned by the Mayor within ten (10) days after presentation, it shall take effect as provided by Municipal Code Section 1.04.020.
