AN ORDINANCE authorizing an agreement with the State of Washington Office of Community Development, Law and Justice Planning Office for federal grant funding to implement the City's 1978 Criminal Justice Plan during the period December 1, 1977 through June 30, 1979; making a reimbursable appropriation from the Emergency Fund and declaring the Emergency therefor.
