AN ORDINANCE related to the Neighborhood Planning Office; authorizing the Director to accept funds from the Port of Seattle; and appropriating funds for neighborhood planning efforts for the North Duwamish Industrial Planning Area and the Ballard Interbay Northend Manufacturing and Industrial Center; all by a 3/4 vote of the City Council.

WHEREAS, The Port of Seattle wishes to contribute $10,000 to the Neighborhood Planning Office for the specific purpose of studying transportation issues in the sub-planning area called the North Duwamish Industrial Planning; and

WHEREAS, the City of Seattle previously accepted $12,000 from the Port of Seattle through its interlocal agreement dated January 17, 1997, authorized by Ordinance 118508, and these funds should be appropriated for the specific purposes as set forth in the Interlocal Agreement; Now, Therefore,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section The Director of the Neighborhood Planning Office is authorized to accept a contribution from the Port of Seattle in the amount of $10,000 which shall be deposited into the General Fund.

Section 2. Upon receipt of the funds identified in Section 1, the expenditure allowance in the 1997 Budget of the Neighborhood Planning Office is hereby increased by the sum of Ten Thousand Dollars ($10,000), as follows:

Said increase shall be supported by the appropriation, hereby made and authorized, of a like amount from the General Fund. Said funds shall be used to fund an analysis of local access and circulation issues for Port of Seattle terminals and businesses in the North Duwamish planning area.

Section 3. The $12,000 provided from the Port pursuant to Ordinance 118508 shall be deposited in the General Fund.

Section 4. Upon deposit to the General Fund of the funds identified in Section 3, the expenditure allowance in the 1997 Budget of the Neighborhood Planning Office is hereby increased by the sum of Twelve Thousand Dollars ($12,000), as follows:

Said increase shall be supported by the appropriation, hereby made and authorized, of a like amount from the General Fund. Said funds shall be used to study the fishing and maritime industries in the Ballard Interbay Northend Manufacturing and Industrial Center.

Section 5. Any acts done consistent with the authority and prior to the effective date of this ordinance, are hereby ratified and confirmed.

Section 6. Any appropriation unexpended in 1997 and still available shall be carried over into the 1998 budget of the Neighborhood Planning Office.

Section 7. The foregoing appropriations are made to meet actual necessary expenditures of the City for which no appropriations have been made due to causes which could not reasonably have been foreseen at the time of the adoption of the 1997 Budget; Now, Therefore, in accordance with RCW 35.32A.060, by reason of the facts above stated this ordinance shall take effect and be in force thirty (30) days from and after its passage and approval, if approved by

the Mayor, but if not approved and returned by the Mayor within ten (10) days after presentation, it shall take effect as provided by Municipal Code Section 1.04.020.
