Renewable Plus Program

PURPOSE
To define eligibility requirements and rules for the Renewable Plus Program (R+) authorized by Seattle Municipal Code 21.49.089. The R+ program allows qualifying customers to purchase renewable electricity and the associated renewable energy credits
(RECs) that can be used to acquire renewable energy certifications with third party organizations.
POLICY
1. Eligibility. Any City Light customer is eligible for R+ if they are in good billing standing with City Light and meet either of the following criteria:
a. Their consumption from the previous calendar year exceeded 10,000 MWh; or
b. Their previous year consumption exceeded 5,000 MWh and they are pursuing a renewable energy certification from an accredited or recognized third party organization.
2. Enrollment. Enrollment is subject to availability of renewable resources contracted for the program, and new participants will be enrolled in the order executed Participation Agreements are received. Participants must enroll whole accounts;
partial-account enrollment is not permitted. Participants who enroll less than 10,000 MWh annually must enroll all their accounts.
3. Participation Agreement. Each enrolled participant must sign a Participation Agreement, which will document information including, but not limited to:
Term;
Reports City Light will provide;
Billing details and frequency;
Minimum consumption requirements and associated penalties for under-consumption;
Program variances and the Annual True-Up; and
Contract termination.
4. Rate and Billing. The R+ rate will be charged as a per kWh amount shown as a separate line item on a customer's regular bill.
