DEPARTMENT POLICY & PROCEDURE Charges for Miscellaneous Utility Construction Services DPP NUMBER DPP 500 P III-415 EFFECTIVE DATE 12/08/2025 SUPERSEDES 11/22/2010 APPROVED BY / s / by Dawn Lindell PURPOSE To establish general guidelines for charging directly for miscellaneous work performed by the Department either by necessity or at the request of a customer. Charges for work associated with service connections are addressed separately in DPP 417. POLICY 1. Costs Assigned to Customers. The Department will bill the relevant customer or responsible party the full time and material cost for utility work requested or necessitated by them. Applicable labor costs include any regular working hours and/or overtime hours, which are charged at full overtime rates. 2. Examples of Miscellaneous Utility Construction Services. Examples of customer-requested or necessitated utility work include but are not limited to: 2.1 Damage Repair. Repair of damage to electrical facilities or property caused by automobiles, vandalism, or other non-natural causes. 2.2 Facility Relocation or Modification. Temporary or permanent relocation, modification, or replacement of utility infrastructure needed to accommodate construction or development projects. 2.3 Safety and Protection Work. Standby time or protection work as required for private construction projects located in close proximity to electrical infrastructure. Standby entails a qualified Department employee being present onsite to observe, place safety covers and/or advise the contractor of potential hazards of working in the vicinity of energized utility facilities and equipment. 2.4 Disconnection/Reconnection. Disconnection and reconnection of service requested by a customer or contractor to support safe completion of non-electrical work such as crane operation, roofing, or painting that is being performed in proximity to electrical infrastructure. 3. Work Performed Outside of Regular Hours. Upon customer request, customer-initiated or regular maintenance and repair work may be scheduled to be completed outside regular utility dayshift working hours of 7:45 am - 4:15 pm. In this case, the requesting party shall be billed for material and all (not just incremental) labor costs associated with providing the requested work. This includes full overtime and overhead charges, as well as any travel, transportation, meals or other compensation required by labor agreements. In addition, if work is not completed by the normal end of shift or if a return trip is required, the customer will be billed for this incremental cost. 4. Credit for General Maintenance. If discretionary general maintenance is performed on utility equipment or facilities during a customer's requested scheduled outage, the customer will receive a credit for this incremental labor and material cost.
