1. PURPOSE

This policy articulates the approved location of side sewers in the right-of-way to protect existing and future City assets and ratepayer resources. This includes, but is not limited to, the installation of public infrastructure where needed, preserving space in the right of way for priority uses, maintaining desired locations for utilities per Standard Plan 030; protecting roadways, sidewalks, trees, and other transportation related assets; efficient use of operation and maintenance resources associated with investigation, enforcement, and resolution of failed side sewers (e.g., failed side sewer material, tree root intrusion). This also reduces the cost of replacement and rehabilitation of side sewers by private property owners.

2. POLICY

A. Seattle Public Utilities requires side sewers serving private property to be installed as prescribed in the City Standard Plans for Municipal Construction , specifically Plan Nos. 010, 030, and 283, and perpendicular to the right-of-way centerline.

B. Connection to an existing wye in a public main is allowed if the wye is within the frontage of a served property.

C. Side sewers that extend beyond the frontage of a served property, also called long side sewers, will not be allowed within the right of way unless expressly approved by the Director of Seattle Public Utilities, and permitted by the Seattle Department of Transportation, and Department of Planning and Development as applicable.
