Summary of the Legislation:
This legislation formally adopts the Statements of Legislative Intent and Budget Guidance Statements that the City Council Budget Committee approved during its review of the Mayor’s 2012 Proposed Budget and 2012-2017 Proposed CIP.

Other Implications:
a) Does the legislation have indirect financial implications, or long-term implications?
The City Council anticipates that efforts to respond to the SLIs and BUGS will require staff time, for employees at the City Council and elsewhere in the City. It is not anticipated, however, that any additional staff resources (beyond those already budgeted) will be needed to complete these responses, unless specifically discussed in the SLIs and BUGS adopted by this resolution.
b) What is the financial cost of not implementing the legislation?
There is no direct financial cost of not implementing this legislation. To the extent that this legislation requests analyses or reports that, if and when implemented, would save the City money, however, these savings would not be available, should this legislation not be implemented.
c) Does this legislation affect any departments besides the originating department?
Yes. This legislation affects a variety of City departments, all of whom are already aware of their responsibilities under the legislation. Each department has participated in the Council’s budget deliberations, during which these items were discussed and initially adopted.
d) What are the possible alternatives to the legislation that could achieve the same or similar objectives?
As this legislation is a formal statement of the City Council’s priorities, there are no alternatives to this legislation.
e) Is a public hearing required for this legislation?
No. Public hearings have already been held on the budget adoption and the City’s budget appropriations.
f) Is publication of notice with The Daily Journal of Commerce and/or The Seattle Times required for this legislation?
Not specifically.
g) Does this legislation affect a piece of property?
Not directly. This legislation takes no action regarding City appropriations, City operations or City real estate.
