A RESOLUTION adopting the Seattle Center Century 21 Master Plan |
· Summary of the Legislation: This legislation adopts the Seattle Center Century 21 Master Plan that will provide the principles to guide the redevelopment of Seattle Center for the next twenty years.

In 1990, the Seattle Center 2000 Master Plan was developed with extensive public input. The Master Plan was then approved by the City Council in Resolution 28210. That plan, with modifications approved by Resolutions 29635, 29711, 30244, and 30740 has provided the principles for development of Seattle Center since 2000.
In 2006, the Executive initiated a process to develop and adopt a new Seattle Center Master Plan (Century 21 Master Plan) to guide the next 20 years of redevelopment at Seattle Center. The process included establishment of a broadly representative citizen committee (Century 21 Committee). This Committee engaged in extensive public outreach and held many meetings to gain public input on development of the Century 21 Master Plan. The Committee’s work resulted in a report in 2007 that outlined a series of draft development alternatives to be studied in an Environmental Impact Statement (EIS). City Council subsequently approved studying these alternatives via Resolution 30997, and requested that specific policy considerations be included in the evaluation of the Century 21 Master Plan alternatives.
On January 3, 2008, the Draft EIS was published. After reviewing the public comments collected during the 30-day comment period, the Century 21 Committee finalized its recommended Master Plan. The Century 21 Master Plan was then published on March 11, 2008 and presented to the full Council at a Committee of the Whole session on March 17, 2008. Revisions were made to the Master Plan to reflect Council input in June 2008.
The Century 21 Master Plan is a 20-year plan intended to guide capital investments in Seattle Center over the next two decades. The estimated capital cost of this plan is $567 million in December 2007 dollars (revised figure to reflect Council input in June, 2008). The estimates are for total project costs, including a 15% design contingency (to reflect that these are pre-design numbers), and soft costs, including a 10% construction contingency.
The plan will be implemented incrementally as demand, opportunities, and resources converge, in the same manner that campus redevelopment has occurred since the adoption of the 1990 Seattle Center Master Plan, which led to $700 million in capital improvements and $440 million of private funding on the Seattle Center campus in the 14-year period from 1991 through 2004.
