A RESOLUTION adopting new rules governing Council procedures for quasi-judicial proceedings, and rescinding previous rules.

 

 

·        Summary of the Legislation:

 

This legislation adopts new rules for quasi-judicial proceedings and rescinds previous rules adopted by Resolution 28118 in 1990 and later amended by Resolution 29315 in 1996.

 

·        Background:

 

The City Council occasionally sits in a quasi-judicial capacity.  When it does so, the Council is subject to the State Appearance of Fairness Doctrine, Revised Code of Washington Chapter 42.36.  These rules implement the State Appearance of Fairness Doctrine and provide procedures for parties appearing before the Council in quasi-judicial proceedings.
