Legislation Title:

A RESOLUTION requesting that the Office of Emergency Management review the Department of Planning and Development’s Supplemental Best Available Science for Geologic Hazard Areas; revise relevant emergency management plans, as necessary; and, if necessary, recommend additional mitigation measures.

 

 

·        Summary of the Legislation:

 

This resolution requests that the Office of Emergency Management review existing plans for consistency with the Supplemental Best Available Science for Geologic Hazard Areas prepared by the Department of Planning and Development for the City’s Critical Areas Ordinance update.

 

·        Background:

 

In March 2006, Council adopted Ordinance 122050 updating the City’s Critical Areas Ordinance based on best available science.  Ordinance 122050 was appealed to the Central Puget Sound Growth Management Hearings Board (Board).  The Board dismissed most legal issues raised on appeal.  However, the Board ordered the City to designate certain geologic hazard areas as environmentally critical areas. 

 

On April 2, 2007, Council adopted Ordinance 122370 to comply with the Board’s order.  Ordinance 122370 is based on supplemental best available science related to geologic hazard areas associated with low-probability, high-consequence events, such as earthquakes and volcanic eruptions.   The City’s plans for mitigating the impacts of low-probability, high consequence events are contained in a variety of planning documents development by the Office of Emergency Management.
