A RESOLUTION affirming the
City’s intent to consider, in good faith, ways to address public comments
regarding how to strengthen the City’s police accountability system.

Summary of the Legislation:
This Resolution acknowledges the comments the City Council’s
Public Safety, Government Relations and Arts (PSGRA) Committee heard from the
public on April 18, 2006 on
the subject of police accountability.
The City will consider, in good faith, whether and how to carry forward
the interests expressed at the public including, including, but not limited to,
ongoing reporting by the Chief of Police to the City Council’s PSGRA Committee,
enactment of appropriate legislation, negotiation of applicable collective
bargaining agreement terms with Seattle Police Officer’s Guild, (SPOG), Seattle
Police Management Association (SPMA) and any other affected unions where
possible, and facilitating community police dialogue. Those suggested changes that are legally
required to be bargained with the SPOG and other unions will be considered by
the City, in good faith, for inclusion in negotiations.

Background:
At April 18, 2006
the City Council’s Public Safety, Government Relations and Arts Committee approximately 33 people shared their insights,
experiences and thoughts on how the Office of Police Accountability and Office
of Police Accountability Review Board practices could be strengthened to
achieve the intended goal of increased police accountability. These interests included changes in
the City’s collective bargaining process with the SPOG, in the operation of the OPA office to be more
responsive and accessible to complainants, in the OPARB role and composition,
in the OPARB members access to information and legal protection necessary to
effectively perform their duties, in the Seattle Police Department’s law
enforcement operations, training and testing,
in the communication to individuals of what conduct they have a right to expect
from Seattle Police officers, providing increased information and data on the
Seattle police department and funding a Seattle Police Department
Citizen Advisory Council.

have any financial implications. This Resolution does not have direct fiscal
impacts. However, there will be fiscal
impacts if changes are made either legislatively or through the collective
bargaining process. Any changes will be
legislated, with an appropriate fiscal note.
