Legislation Title:

A RESOLUTION approving the design of the Olympic Sculpture Park, an open space dedicated to public use and the exhibition of outdoor sculpture on the downtown Seattle waterfront. 

 

Summary of the Legislation: This Resolution approves the Olympic Sculpture Park’s design, dated November 12, 2004, drawn by Weiss/Manfredi Architects.  As required by the 2000 Design Agreement executed by the City of Seattle and the Seattle Art Museum (SAM), the City Council and the Mayor must approve the design of the park.

 

Background: The Seattle Art Museum’s Olympic Sculpture Park (OSP) development is planned for an 8.5 acre site located in Belltown immediately north of Broad Street.  The waterfront portion of the site is south and adjacent to the Myrtle Edwards Park.  The development plan will link three parcels of land between Western Ave and the Puget Sound to create a green open space that will give visitors a place to see a variety of art and sculpture and enjoy views of the mountains and water.

 

The City has been working closely with the Seattle Art Museum (SAM) over the last few years to lay the groundwork for developing the Olympic Sculpture Park project.  The City has entered into many agreements with SAM that relate to the development of the Olympic Sculpture Park.  These include a Design Agreement (Ordinance 119982, passed on June 12, 2000) and an agreement addressing the responsibility for contamination of rights-of-way (Resolution 30089, adopted November 29, 1999).  The concept design was approved by the Seattle City Council with the adoption of Ordinance 119982 in 2000.

 

Permits for construction of this project, including the Master Use Permit and Skybridge permits are still pending.  Construction of the publicly-owned portions of the OSP’s design will be completed according to a Construction Agreement that is being negotiated between SAM and the City of Seattle.  Upon completion, SAM will maintain and operate the Olympic Sculpture Park according to an Operation and Maintenance agreement that is being negotiated between SAM and the City.  The final sky bridge permits, construction agreement, and the operations and maintenance agreement will be sent to the Seattle City Council for consideration.

NOTE:  To pay for part of the construction of the southern-most Skybridge designed as part of the Olympic Sculpture Park, the Department of Parks and Recreation (DPR) has $1.5M allocated in the 2005-2010 CIP, which will be funded by the 2000 Parks Levy Fund (CIP Project #K733135).  Additionally, DPR has applied for a $300,000 grant from the Washington State Interagency Committee for Outdoor Education (IAC).  Finally, the City has appropriated $579K in REET I funds to the project, and SAM will contribute $1.6M from other public and private sources.
