Legislation Title:

A RESOLUTION adopting a Human Services Strategic Investment Plan for the City of Seattle.

·        Summary of the Legislation:  The attached resolution will adopt the Human Services Strategic Investment Plan.   The Plan is aligned with the broad human services goals shared by the major regional investors in human services, including the City, United Way and King County.  The Strategic Investment Plan includes a programmatic and financial compilation of the City’s current investments in human services, states the City’s goals for what is to be achieved through local investments and recommends comprehensive strategies for achieving the goals. The Plan describes evaluation and financial tools to allow the City to assess the effectiveness of its investments including specific outcome and performance measures.  A schedule for updating and evaluating the Strategic Investment Plan is also included.

·        Background:  Ordinance 120890, adopted August 19, 2002, directed the development of a strategic plan to guide the City’s investments in human services.  The Human Services Department worked with the Department of Finance and Office of Policy and Management in the development of the proposed Strategic Investment Plan.
