Legislation Title: AN ORDINANCE relating to 800 MHz emergency radio communication; authorizing the Director of the Department of Information Technology to execute on behalf of the City an Interlocal Agreement between the City of Seattle, City of Tacoma, Eastside Public Safety Communication Agency, King County, Snohomish County Emergency Radio System, and Valley Communications Center for the purpose of interoperable 800 MHz emergency communications within the Puget Sound region; and ratifying and confirming prior acts.

·         Summary of the Legislation: This legislation would authorize the Director of the Department of Information Technology to enter into an Interlocal Agreement with five other agencies that operate emergency radio systems, permitting them to connect their individual systems together to enhance interoperable communication for first responders in King, Pierce, and Snohomish counties.

·         Background:  (Include brief description of the purpose and context of legislation and include record of previous legislation and funding history, if applicable) The City of Seattle applied for Public Safety Interoperable Communications (PSIC) Grant Program funding from the U.S. Department of Homeland Security to improve interoperable communications in King, Pierce, and Snohomish counties.  In 2008, the City received a $3.4 million PSIC grant, and authorized the Department of Information Technology to receive that grant under Ordinance 122781.  The City and its partners are now working to add new technology- including specialized equipment that ties separate systems together – to enhance radio system operation and achieve the grant objective.  Field work should be complete by 6/30/2011.
