Legislation Title:

 

AN ORDINANCE relating to housing for low-income households, adopting the 2010- 2011 Administrative and Financial Plan for 2009 Housing Levy Programs; establishing and modifying certain policies for use of funds for housing programs from other sources, including the 1986 Housing Levy, 1995 Housing Levy, and 2002 Housing Levy; and amending the Housing Policies appendix to the 2009-2012 Consolidated Plan for Housing and Community Development.

 

·         Summary of the Legislation:  The proposed legislation adopts the 2010 – 2011 Administrative and Financial (A&F) Plan for the 2009 Housing Levy Programs, as required by Section 6 of Ordinance 123013.  The A&F Plan also establishes policies to effectively manage the operations and maintenance funds from the 1986, 1995, and 2002 housing levies.   In addition, the legislation approves amendments needed to the Housing Policies section of the Consolidated Plan to make them consistent with the updated A&F Plan.

 

·         Background:  In November 2009, the voters of the City of Seattle approved the levy of property taxes for the purpose of financing and supporting housing for low-income households, pursuant to Ordinance 123013 (2009 Housing Levy).  The 2009 Housing Levy collects $145 million in property taxes over its seven-year life.  Ordinance 123013 requires the periodic adoption by the City Council of an A&F Plan establishing criteria, guidelines, and requirements for the funded levy programs.  The A&F Plan was developed by the Office of Housing with input from the Oversight Committee for the 2009 Housing Levy and the City Council.  Additionally, the 2010 – 2011 A&F Plan establishes policies for the use of funds derived from the 1986, 1995, and 2002 housing levies.

Notes:  The 2010 Adopted Budget includes appropriations and revenues for all Levy Programs in 2010.  Consistent with the A&F Plan adopted through this ordinance, the Office of Housing shall seek appropriation authority for 2011 Levy Programs through the 2011 adopted budget legislation. No position changes result from this legislation. 

 

 

·         What is the financial cost of not implementing the legislation?  Ordinance 123013 requires the adoption by the City Council of the A&F Plan to implement 2009 Housing Levy Programs.  In 2010, the A&F Plan provides policy direction for $20,714,286 of property tax revenues dedicated to low-income housing needs.

 

·         Does this legislation affect any departments besides the originating department

 

No. This legislation does not affect any other departments.

None.  The A&F Plan adopted through this legislation is specifically required by Section 6 of Ordinance 123013.
