Legislation Title:

AN ORDINANCE relating to the Department of Parks and Recreation; accepting deeds in green spaces (including Duwamish Head Greenbelt, West Duwamish Greenbelt, Arroyos Natural Area, and Wolf Creek Ravine), for parks (including Lake Union Park, Gas Works Park, Viretta Park, Oxbow Park, Watton donation), playfields (including Loyal Heights and High Point Playfields), p-patch (Hillman City P-Patch), and community center (Yesler Community Center), all for open space, park, and recreation purposes.

 

 

·         Summary of the Legislation:

This proposed legislation accepts 18 deeds (16 fee acquisitions, one acquisition with reservation of life estate and one conservation easement); all for open space, park and recreation purposes and places the property under the jurisdiction of the Seattle Department of Parks and Recreation (DPR).  A ratify and confirm clause is included in this legislation because ordinances authorizing acquisition could not be located for some of the properties.

 

·         Background

DPR is continually acquiring property to expand existing parks and green spaces or to add new spaces to the park system.  The 18 deeds referenced in the attached legislation convey property in 13 project areas, including Duwamish Head Greenbelt, West Duwamish Greenbelt, Arroyos Natural Area, Wolf Creek Ravine, Lake Union Park, Gas Works Park, Viretta Park, Oxbow Park, Watton donation, Loyal Heights, High Point Playfields, Hillman City P-Patch, and Yesler Community Center.

 

Nine of the properties were acquired through donation or exchange and the remaining through a variety of funding:

o   Conservation Futures Fund (Ordinances 118330 and 118866)

o   Shoreline Park Improvement Fund (Ordinance 118919)

o   Park Acquisition and Development Fund (Ordinance 1066141)

o   Neighborhood Plan Implementation Account (Ordinance 119963)

o   Real Estate Excise Tax (Ordinances 121882 and 121991)

 

The Seattle City Charter requires that all acquisition of real property be authorized by ordinance and that all deeds be accepted by or under authority of ordinance.  The properties included in this legislation, which have been acquired over the past 60 years, were not part of any specific acquisition program and the deeds have not been formally accepted.
