Legislation Title:

AN ORDINANCE relating to the creation of the Seattle Youth Commission to advise and make recommendations to the Mayor and City Council on policies of importance to the City, repealing Chapters 3.66 and 3.68 of the Seattle Municipal Code and adding a new Chapter 3.67 to the Seattle Municipal Code.

 

·         Summary of the Legislation:

 

This legislation creates the Seattle Youth Commission (referred to here as the Commission), an advisory body of 25 youth from the 13 neighborhood districts as defined by District Council system of the Department of Neighborhoods (DON). The Commission will inform the Mayor and the City Council on policy matters, including but not limited to policies that directly affect youth. The Commission will be supported by staff from DON, who will provide recommendations for appointment every year to the Mayor and the City Council. Members of the Commission will serve one-year terms that may be renewed. This legislation repeals two chapters of the Seattle Municipal Code (SMC) that relate to similar commissions that have been inactive for over 15 years.

SMC currently establishes two commissions related to children and youth. The first, the Seattle-King County Youth Commission, was established in 1964 and went defunct at an unknown period. The second, the Commission on Children and Youth, was established in 1986 but was disbanded in about 1991.

 

In 2003, former Mayor Nickels created the Mayor’s Youth Council (MYC) and provided staff support for this body from the Mayor’s office. This legislation codifies and renames the MYC as the Seattle Youth Commission in order to ensure its longevity and encourage more interaction between the youth and the Mayor and the City Council. In the City of Seattle 2010 adopted budget, position authority was added to the Department of Neighborhoods to staff the commission.
