AN ORDINANCE authorizing the Superintendent of the Department of Parks and Recreation to enter into a Ground Lease with The Center for Wooden Boats to develop, operate and maintain an Education Center in Lake Union Park.

· Summary of the Legislation:
The legislation authorizes the Superintendent of Parks and Recreation (DPR) to enter into a ground lease with The Center for Wooden Boats (CWB) that will enable CWB to construct and operate an Education Center at Lake Union Park. The lease requires CWB to provide public benefits and pay annual rent in exchange for locating the facility at the park.
· Background:
The Center for Wooden Boats operates a small craft heritage center at the south end of Lake Union within Lake Union Park. CWB provides the public with opportunities to learn about and use small wooden boats and teaches about the rich Northwest small craft maritime heritage. In order to expand their teaching potential, CWB is proposing to build an Education Center. The Center will include classrooms and public meeting space and will enhance CWB’s ability to provide educational recreational uses.
The proposed ground lease requires CWB provide public benefits, including the construction of two public restrooms. They will also be required to provide free and reduced cost classes for the public and to make the public meeting space available for free City use three times each year. In addition, CWB staff will assist the City with the management of chairs that are to be placed in Lake Union Park each morning and moved to storage at night. A $50,000 annual rent will be charged to CWB, with a limited public benefit offset provided.

If the City does not enter into the ground lease with CWB, the annual rent revenue will be lost and the public would lose the increased education opportunities that will be provided at the new education center.

construct the Education Center at a different, non-park location. However, it
would not be located with the existing CWB facility, resulting in lost
