Legislation Title:

AN ORDINANCE concerning public spaces on the Central Waterfront; establishing a Committee on Central Waterfront Partnerships to advise the City on issues relating to designing, developing and managing a series of premiere public spaces on the Central Waterfront; appointing Committee members; reaffirming and establishing principles; and directing the Department of Planning and Development to develop a project framework to guide its design.

 

·         Summary of the Legislation:

 

This legislation establishes a Committee on Central Waterfront Partnerships to advise the City on designing, developing, and managing new public spaces on the Central Waterfront; appoints Committee members; and establishes rules and procedures for the Committee’s operation.  The Committee will transmit their recommendations to the Mayor and City Council by August 2010. The legislation reaffirms existing Central Waterfront-related policies that were adopted through past Council actions, and establishes specific principles related to the design of public spaces on the Central Waterfront that should inform future design and planning work. Finally, the legislation directs the Department of Planning and Development (“DPD”) to develop a project framework to guide the design of public spaces on the Central Waterfront as part of the Alaskan Way Viaduct and Seawall Replacement Program (AWVSRP).  DPD’s efforts will include public outreach and culminate in recommendations to be made to the Mayor and City Council by August 2010.  In developing the project framework, DPD will work collaboratively with the Department of Parks and Recreation (“DPR”), the Seattle Department of Transportation (“SDOT”) and other public agencies.

 

Resources for DPD, DPR and SDOT to support the Committee’s work and complete the project framework are included in the Mayor’s Proposed 2010 Budget.

 

 

The purpose of this legislation is to ensure the City is positioned to successfully design and

develop the public spaces that will be created on the Central Waterfront as part of the AWVSRP. Civic projects of this scale require meaningful collaboration with a range of partners and civic

organizations to be successful. In addition, a clear and cohesive statement of the City’s collective

goals in terms of public spaces and public use of the waterfront is essential to help guide

subsequent design work.

History of Key Actions related to the Central Waterfront:

 

·                     In 2004 the City, through Resolutions 30664 and 30724, established guiding principles for reclaiming the Central Waterfront and reconnecting it with downtown, calling for making public use a primary objective for redeveloping the Central Waterfront, linking the waterfront with inland areas so that each area reinforces the other and contributes to a cohesive Downtown, and engaging the public in the decision-making process;

 

·                     In 2006 DPD published the Waterfront Concept Plan, which provided concepts for reclaiming the Central Waterfront for public use consistent with Resolution 30664, including locations for public open spaces, environmental improvements, and connections to the downtown core;

 

·                     In January 2009 the Governor, King County Executive and Mayor of Seattle reached consensus on an Alaskan Way Viaduct and Seawall Replacement Program consistent with feedback received from the Central Waterfront Stakeholder Committee, and included a funding plan to complete street and public space improvements along Alaskan Way;

 

·                     In April 2009 the Washington State Legislature passed Engrossed Substitute Senate Bill 5768 and the Governor signed the Bill into law, providing funding for the AWVSRP and the surface Alaskan Way along the waterfront; and

 

·                     The City Council is currently considering a Memorandum of Agreement (“MOA”) with the State of Washington reaffirming our mutual commitment to work collaboratively to complete the AWVSRP, and to the City and State’s respective funding and implementation responsibilities.
