Legislation Title:

AN ORDINANCE authorizing the amendment of a collective bargaining agreement effective through December 31, 2008 between the City of Seattle and the International Association of Fire Fighters, Local 27.

 

 

·        Summary of the Legislation:

This legislation authorizes the amendment of the collective bargaining agreement between the City of Seattle and the International Association of Fire Fighters, Local 27 (hereafter referred to as “Fire Fighters Association”), which is effective through December 31, 2008.  Amendments made to the collective bargaining agreement implement changes to working conditions that are cost-neutral.  Under the tentative agreement, a union member’s pay for acting positions lasting between eight and twenty hours will change from a flat rate of four dollars ($4.00) per hour to hour-for-hour pay. Two administrative lieutenants will receive administrative premium pay.  Compensatory (“merit”) time taken by union members will be rounded up to the nearest half hour instead of the nearest hour.  Additionally, the tentative agreement changes the meal reimbursement rate from the Runzheimer rate to the Federal Per Diem Rate, clarifies certain leave policies, and incorporates a settlement regarding the operation of the Public Safety Civil Service Commission reached as part of an unfair labor practice dispute.

In 2006, the City and the Fire Fighters Association came to an agreement on wages, hours, and working conditions associated with costs to the City for January 1, 2006 through December 31, 2008 (Ordinance No. 122022).  The City and the Fire Fighters Association continued to bargain and have come to a tentative agreement on additional working conditions and other cost-neutral components of the collective bargaining agreement effective through December 31, 2008.  The amendments to the collective bargaining agreement are subject to ratification by the membership of the Fire Fighters Association.
