Legislation Title:

AN ORDINANCE relating to City subsidy of transit passes for City employees, amending the Seattle Municipal Code Section 4.20.370 to increase the subsidy to $30 per month effective January 1, 2008 and to increase the subsidy up to the dollar value of a “peak” one-zone Puget Pass, or equivalent transit pass item, per month effective January 1, 2009.

 

 

·       Summary of the Legislation:

This legislation amends the Seattle Municipal Code Section 4.20.370 to increase the City subsidy of transit passes.  Section 4.20.370 currently provides for employees to receive a $15 transit subsidy per month. Effective January 1, 2008 the subsidy will increase from $15 per month to $30 per month.  Effective January 1, 2009, the subsidy will increase again up to the dollar value of a “peak” one-zone Puget Pass, or equivalent transit pass item, per month.

On October 3, 2007, the City and the Coalition of City Unions finalized negotiations.  The pass benefit negotiated in the Tentative Agreement increases the City subsidy of transit passes for Coalition members for the 2008 - 2010 contract.  This legislation amends SMC 4.20.370 to extend the transit pass item in the Tentative Agreement to non-represented employees: effective January 1, 2008, the subsidy will increase from $15 per month to $30 per month, and effective January 1, 2009, the subsidy will increase up to the dollar value of a “peak” one-zone Puget Pass, or equivalent transit pass item, per month.

The 2008 costs of the transit pass subsidy were assumed in the development of the 2008 Proposed Budget. Costs for 2009 and beyond will be included in future biennial budgets. The estimated additional cost of the legislation for non-represented employees for 2008 through 2010 is $1.58 million, assuming a projected rider increase of 10 percent.
