AN ORDINANCE amending the Seattle Comprehensive Plan to incorporate
changes proposed as part of the
2007 Comprehensive Plan annual amendment process.

Summary of the Legislation:
- Multifamily policy changes to remove language that is
overly specific for the level of general guidance expected of Comp Plan
policies, or that duplicates other policies.
- Amendments to housing policies to give affordable
housing priority over other potential public benefits where rezones or
zoning incentives increase development capacity.
- Change the Future Land Use Map designation of Fort Lawton
from single family to multifamily to support a plan associated with
decommissioning the Fort Lawton Army Reserve Center for reuse as a
multifaceted facility to serve the homeless.
- Establish goals and measures of sustainability related
to
- greenhouse gases,
- green canopy in the city,
- aggressive solid waste reduction,
- management of transportation demand in Urban Centers,
- city as an affordable place to live in all respects,
and
- number of healthy years lived by Seattle residents.
- Crown Hill neighborhood plan policy change to recognize
an existing multifamily structure.
- A new policy that parking facilities in City parks shall
be designed to prioritize open space and green space over parking.
- Amendments identifying tools for promoting safer walking,
bicycling, and driving.
- Amendments to bring the Comprehensive Plan into line
with Complete Streets design priorities set forth in Ordinance 122386.
- Establish housing affordability goals for households
earning 80-120% of median income.
- New Economic Development policy language regarding
worker training and social support for working families.
- Include “heritage” within the concept of “culture” in
the Cultural Resources element.
- New policies addressing crime statistics and the
public’s perception of safety.
- A new policy on coordinating service delivery to
vulnerable populations in the event of an emergency as part of a “Resilient
City” strategy.
- Amendments expressing continued commitment to education
and worker training.
- A new policy placing a priority on solving drainage
problems with natural drainage system approaches and by restoring
watershed elements such as forests, wetlands, and natural channels.
- New policies in the Land Use element expressing support
for an industrial lands strategy that protects the bulk of Seattle’s
industrial land, especially the land in Manufacturing/ Industrial Centers,
from conversion to other uses.
- And removal of North Highline as a Potential Annexation
Area.

Background:
The City’s Comprehensive Plan was first adopted in 1994,
as a requirement of the state Growth Management Act, to guide City actions
related to future development in the city. GMA allows the City to amend
Plan only once each year, and consequently the City batches amendments for
consideration. The Ordinance is the second step in a two-step
legislative process; the first step is a Resolution identifying the
amendments that would be analyzed for the current year. This year,
Resolution 30860 was adopted in April.
