Legislation Title: AN ORDINANCE relating to the Department of Neighborhoods; authorizing implementation of certain Neighborhood Matching Fund projects in 2007, and providing that 2007 appropriations for the Neighborhood Matching Subfund shall carry forward automatically to future budget years. |
· Summary of the Legislation:
This proposed legislation allocates funds for 24 projects in the 2007 Neighborhood Matching Fund Subfund (NMF) Large Projects Fund totaling $1,261,634. While funds are already appropriated in the 2007 Adopted Budget, this ordinance allocates funds to 24 specific projects, and gives the Department authority to execute public works contracts, if appropriate. There are $234,051 additional funds being reallocated from the 2003 Large Projects Fund that was awarded to projects but was not spent. There are $102,423 additional funds from the 2004 Large Projects Fund balance not awarded.
· Background:
The Neighborhood Matching Fund (NMF) program was established in 1989 via Resolution 27709 to fund neighborhood-based projects initiated and directed by people who live or own/operate businesses in a Seattle neighborhood. Projects include capital improvements, planning, organizing, and public school partnerships, all sponsored by a variety of neighborhood organizations including community councils, business organizations, school site councils or PTSA, other community groups, or ad hoc groups of neighbors. Applicant groups are not required to have nonprofit status. The program has two primary funds: the Large Projects Fund (for requests greater than $15,000) and the Small & Simple Projects Fund (for requests of $15,000 or less).
The Citywide Review Team (CRT), a group of 15 community volunteers from across the City, considers applications and makes recommendations for uses of the Large Projects Fund. Award recommendations for Large Projects Fund projects require support of the Mayor and approval of the City Council. This ordinance allocates funds for the Large Projects Fund projects in 2007 based on the recommendations of the CRT with concurrence by the Mayor. This set of awards totals $1,598,108, and will be matched by nearly $3 million in community cash or in-kind donations. Attachment 1: 2007 Large Projects Fund Award Recommendations provides a summary of the project descriptions, award amounts, and match values.
We will use $234,051 of the portion of the appropriation made in 2003 that was awarded to projects but not spent and carried forward by virtue of Ordinance 121271. We will use $102,423 of the portion of the appropriation made in 2004 that was not awarded and was carried forward by virtue of Ordinance 121576.

Notes: $1,261,634 was appropriated to the NMF Large Projects Fund in the 2007 budget. $234,051 comes from the 2003 Large Projects Fund that was awarded to projects but was not spent. Ordinance 121271 specified that appropriations made from the Neighborhood Matching Subfund in 2003 shall not lapse and shall be carried over each year until fully expended, abandoned or reappropriated to other authorized activities.
$102,423 comes from the 2004 Large Projects Fund balance not awarded. Ordinance 121576 specified that appropriations made from the Neighborhood Matching Subfdund in 2004 shall not lapse and shall be carried over each year until fully expended, abandoned or reappropriated to other authorized activities. Parks Department direct costs total $49,049 and are included in the $1,598,108 total.

Historically, Neighborhood Matching Fund awards have been made for specific, time-related projects. These projects have a clear start and end date and are considered “done” upon completion. For those projects that result in physical improvements to non-City or other publicly-owned property, the property owner (along with the neighborhood group) will share the responsibility of ongoing operations and maintenance costs.
Of the 24 projects recommended for funding in the 2007 Large Projects awards, 6 projects will generate a higher level of O&M costs for maintenance of City-owned park property, as follows:
