The proposed legislation revises Ordinance 118097, transferring expenditure authority for the Off-Leash Area Account in the General Donations and Gift Trust Fund from the Director of Finance to the Superintendent of Parks and Recreation.

Background:
Ordinance 118097 was enacted in 1996, establishing an Off-Leash Area Account in the General Donations and Gift Trust Fund. One of three donation funds related to pets and pet owners, the ordinance vested authority with the Director of Finance for expenditure of account funds for activities related to off-leash areas. In 1996, when Ordinance 118097 was adopted, the Seattle Animal Shelter (SAS) and associated programs were housed in the Department of Finance. Currently, SAS is a division of the Department of Executive Administration, and the expenditure authority in Ordinance 118097 has been delegated to the SAS Director.
Off-leash areas
are located in Seattle city parks or in areas managed by the Department of
Parks and Recreation. Under the current
arrangement, the SAS Director routinely consults with Parks and Recreation
operations management prior to approving any expenditure from the
Off-Leash Area Account to decide how
the funds can best be spent.
Transferring expenditure
authority for the Off-Leash Area Account to the Department of Parks and
Recreation will facilitate and streamline the management of the off-leash area
program. The SAS Director and his staff
will continue to actively promote the Off-Leash Area Account and its mission,
which is the creation and maintenance of off-leash areas in the City.
