AN ORDINANCE relating to the Seattle Fire Code; as adopted
by Chapter 22.060.020 of the Seattle Municipal Code; adding thereto a new
Chapter 94 to the 2003 Seattle Fire Code to establish fire and life safety
requirements and compliance procedures for marinas with existing covered boat
moorage; all as regulated and allowed by the State Building Code Act, Chapter
19.27 of the Revised Code of Washington. |
· Summary of the Legislation: The proposed legislation requires that marina owners with existing covered boat moorage make fire protection improvements over a period of up to ten years. The legislation retroactively requires installation of fire sprinklers for covered boat moorage areas exceeding 8,000 square feet. Automatic smoke and heat vents are required for areas exceeding 2,500 square feet where fire sprinklers are not provided. This latter option provides an alternative to installation of fire sprinklers. The legislation also contains requirements for standpipes, employee training, address identification signage and emergency plans. The proposed legislation does not affect boathouses or marinas without covered moorage.

Background: The legislation was developed by the
Fire Department following recent major fires involving covered moorage that
amounted to over $18 million in property loss.
An ad hoc industry workgroup actively participated in revisions to the
Fire Department’s original draft legislation and has since indicated their
concurrence with the legislation as written. Organizations and interests
represented in the work group include the Northwest Marine Trade Association,
the Association of Independent Moorages, the Lake Union Association, Seattle
Yacht Club, Queen City Yacht Club, the Live Aboard Association of Puget Sound,
the Classic Yacht Association, Washington Survey and Rating Bureau, the fire
sprinkler industry and professional engineers.
