Legislation Title: 

AN ORDINANCE relating to the Department of Parks and Recreation, establishing the 2005 and 2006 fee schedule for the use of park properties and other park and recreation facilities and services; superseding previous park and recreation fee schedules; and amending Section 18.28.010 of the Seattle Municipal Code.

 

·        Summary of the Legislation:

This legislation revises the Department of Parks and Recreation’s (DPR) 2004 fee schedule, which was adopted with the 2004 Budget.  The revisions include changes to aquatics fees, Seattle Aquarium admission fees, Seattle Tennis Center and outdoor tennis court fees, sports use fees, permits for use of DPR facilities and parks, moorage fees, and fees for specialty gardens.

 

·        Background:  DPR’s fees and charges are necessary to provide financial support to the Department for the operation and maintenance of programs, facilities, and park grounds.  The DPR fee structure addresses the key elements of inflation, market conditions, improved cost recovery, and sensitivity to customer acceptance of fee changes.

 

The revenue generated by these fees constitutes approximately 14 percent of funds required for operating and maintaining the Parks system, excluding revenues associated with the Golf Program.  All fees collected from DPR activities and concessions are used exclusively for the Parks system, except for fees related to the Joint Athletic Field Use Agreement with the Seattle Public Schools.  DPR proposes fees and charges each year as part of the City’s budget process.

 

The attached “Changes from 2004 Adopted Budget, Proposed 2005-2006 Fees and Charges” (Fiscal Note – Attachment A), provides a summary of DPR fee changes between 2004 and 2005, and 2005 and 2006.  These fees are reviewed periodically to determine whether market conditions warrant increases, as well as to establish new fees.  Improving cost recovery is a component in developing fee increases, as well as cost-of-living adjustments in line with the City of Seattle Department of Finance’s inflation guidelines for labor, benefit, and non-labor costs to maintain revenue forecasts in line with baseline expenditure increases.

Notes:  (1) These revenues exclude revenues from Golf, which is addressed in a separate golf management contract approved by ordinance and which total $9.1 million and $9.3 million in 2005 and 2006 respectively.  The Woodland Park Zoo no longer generates revenue for the Parks and Recreation Fund.  Some of the revenue increases are volume-based, as well as due to fee increases.   Some revenue increases are related to assumptions associated with revenue generation at newly opened Community Centers that will employ existing fee structures beginning in 2005. 

 

·        What is the financial cost of not implementing this legislation?

The purpose of this legislation is to propose fee increases and new fees that will recover a portion of the cost of operating and maintaining DPR’s programs and facilities.  Not implementing this legislation as proposed would require reductions in services or programs beyond the Department’s proposed reduction target.  Such further reductions would limit the Department’s ability to generate revenue to cover costs associated with maintaining its facilities.

 

·        What are the possible alternatives to the legislation that could achieve the same or similar objectives? 

There are no additional funding sources that DPR has not already considered and incorporated to the extent possible in this budget proposal.  The Department has incorporated all possible external funding resources, such as grants and other one-time funding sources. 

 

·        Is the legislation subject to public hearing requirements?  No.

Public hearings are not required, however, this legislation will be subject to public hearing as part of the 2005-2006 Budget process.  Notices will be posted throughout the Parks system to notify users of the proposed fee schedule.

 

·        Other Issues (including long-term implications of the legislation):

The level of fee increases contained in this proposal is part of a concerted effort on the part of DPR to sustain costs and, to the extent possible, increase cost recovery.  DPR is committed to continuing to review fee policies and schedules, in light of the economy and changes in park and recreation services provided by other local jurisdictions.
