Legislation Title: |
AN ORDINANCE relating to a Seattle Public Utilities water main; declaring that water main surplus to the City’s needs, authorizing sale of that water main to Northshore Utility District, and authorizing execution of documents necessary to accomplish the sale. |
· Summary of the Legislation:
This legislation authorizes the sale of a surplus 16” cast iron water main in Bothell Way NE from Seattle Public Utilities to Northshore Utility District for a fixed fee of $34,000.

Background:
Northshore Utility District proposes to purchase an unused
water main from Seattle Public Utilities.
Northshore Utility District will use this water main as a casing to
install their own smaller water main inside of it so that they do not have to
dig up several blocks of SR-522 Bothell Way NE in heavy traffic. Seattle Public Utilities will provide a
design for separating this water main from the active water system. Seattle Public Utilities crews will then
perform the construction activities necessary to separate the water main. Northshore Utility District has already
submitted a full deposit for this work.

deposit of $34,000 for the purchase of the water main and the associated labor
to perform the transfer of ownership that can be charged against once this
ordinance is passed.

financial cost of not implementing the legislation? (Estimate the costs to the City of not

The estimated costs of not implementing this legislation are approximately $1,000 per year for the next 20-30 years to maintain valves on this water main, $7,763 for the loss of the sale of the water main at present value, and $3,000 already spent in negotiations with Northshore Utility District for the transfer of this water main that are to be reimbursed by the deposit submitted.
